European Parliament resolution on Thailand  
B7‑0279/2010

The European Parliament,

- having regard to Article 20 of the Universal Declaration of Human Rights (UDHR) of 1948,

- having regard to Article 21 of the International Covenant on Civil and Political Rights (ICCPR) of 1966,

- having regard the statements by High Representative Catherine Ashton of 8 and 13 April 2010 on the political situation in Thailand,

- having regard the statement by the Secretary-General of ASEAN of 12th April 2010 on the situation in Thailand,

- having regard to Rule 122 of its Rules of Procedure,

 

A. whereas the demonstrations in Bangkok already have been going on for several weeks,

 

B.  whereas on 8 April 2010 the Thai Authorities declared a state of emergency in the Bangkok region,

 

C. whereas on 10 April 2010 an outburst of violence between demonstrators and security forces occurred in Bangkok,

 

D. whereas on 3 May 2010, Prime Minister Abhisit Vejjajiva presented a roadmap with a five-point plan which should lead to general elections on 14 November 2010,

 

E.  whereas a new ongoing outbreak of violence between militant demonstrators and security forces occurred in Bangkok on 13 May 2010,

 

1. Expresses its deep concern about the new outbreak of violence between demonstrators and security forces in Bangkok in the few last days and expresses its solidarity with the Thai people and all families who have suffered the loss of loved ones during the last weeks;

 

2. Welcomes the efforts made by the Thai authorities to establish an independent committee to investigate the incidents;

3.  Welcomes the roadmap presented by Prime Minister Abhisit Vejjajiva

     on 3 May 2010;

 

4. Calls on all sides to show the utmost self-restrain;

 

5. Calls on the Thai Government to ensure that the declaration of a state of emergency does not lead to any disproportionate restrictions on fundamental rights and individual freedoms;

 

6. Urges all parties to engage immediately in a constructive dialogue in order to seek a quick renegotiated settlement and to solve the current situation through peaceful and democratic means;

 

7. Stresses its will to support democracy in Thailand taking into consideration the excellent relations between the European union and Thailand and the role of Thailand as a source of prosperity and stability in the region;

 

8.  Instructs its President to forward this resolution to the Council and the Commission, the Member States, the Vice-President of the Commission/ High Representative of the Union for Foreign Affairs and Security Policy, the Thai Government and the Secretary-General of ASEAN.
