European Parliament resolution on the prevention of over-indebtedness  

The European Parliament,

–   having regard to Rule 120 of its Rules of Procedure,

A. whereas our Union is undergoing a very serious financial and economic crisis which is resulting in increased poverty, unemployment, hardship and social insecurity, the effects of which are clearly visible throughout much of the European Union;

B.  whereas the main objective of income support systems should be to lift people out of poverty and enable them to live in dignity;

C. whereas elderly people are at greater risk of poverty than the rest of the population and households headed by people over the age of 55 account for around 26% of the population and have higher levels of consumer debt;

1.  Calls on the Commission to assess the ‘Linea Terza Età – Insieme contro la povertà’ (‘Third Age: joint action to combat poverty’) project, the main aim of which is to prevent over-indebtedness by teaching every family how to manage the flow of cash into and out of the household and enable them to keep track of their resources and expenses;

2.  Calls on the Commission to launch similar pilot projects and extend them to all Member States with a view to taking concerted action to protect savings and maintain the constant flow of credit and consumption which is essential to combat the crisis.
