Motion for a European Parliament resolution on conditions in dog pounds in Romania and bringing these into line with EU rules  
B7‑0386/2014

The European Parliament,

–       having regard to Rule 120 of its Rules of Procedure,

A.     whereas various animal rights groups have condemned the state of dog pounds in Romania, which violate animal rights;

B.     whereas the Romanian authorities use cruel methods to catch stray dogs, which are then kept in pitiful conditions;

C.     whereas Romania is a signatory to the European Convention for the Protection of Pet Animals (Council of Europe Treaty Series No. 125), which entered into force in Romania in 2005 and which sets out the moral obligation to respect all living creatures;

D.     whereas also Article 13 of the Lisbon Treaty states that ‘the Union and the Member States shall, since animals are sentient beings, pay full regard to the welfare requirements of animals’;

1.      Calls on the Commission to take steps to ensure that the Romanian authorities inspect all the dog pounds in that country;

2.      Calls on the Commission to ensure that the Romanian legislation currently applicable in this field is brought into line with the EU’s rules and treaties.
