MOTION FOR A RESOLUTION on measures to support family carers

Motion for a European Parliament resolution on measures to support family carers

The European Parliament,

–       having regard to Rule 133 of its Rules of Procedure,

A.     whereas every day, thousands of people devote themselves, in the home, to providing care and assistance to a family member who is not self-sufficient because of a serious disease, thereby sacrificing their social, personal and working lives;

B.     whereas Italy is practically the only EU Member State that does not recognise the role of family carer, who therefore is not entitled to any form of health, social security or insurance protection;

C.     whereas the activities of these people can save countries huge amounts of money, from EUR 500 to EUR 1000 per day, equivalent to the care home fees for long-term patients suffering from seriously debilitating diseases;

1.      Calls on the Commission to remind Italy of its obligations to family carers, stemming from both the treaties and from Articles 1, 2, 3 and 4 of the Charter of Fundamental Rights of the EU;

2.      Calls on the Commission, on the basis of Article 3 of the Treaty on European Union and Articles 9, 10, 19, 45-48, 145-150 and 151-164 of the Treaty on the Functioning of the European Union (TFEU), to take the appropriate urgent measures that are needed to put an end to the unequal treatment within the EU, so as to ensure a minimum standard of protection and rights in each Member State.
