O-000012/2011
Question for oral answer
to the Council
Rule 115
Vital Moreira, Francesca Balzani, on behalf of the Committee on International Trade

Subject: The conclusion of a Geneva Agreement on Trade in Bananas
 Answer

Will the Council ensure that, in the event of a deterioration in the economic conditions affecting the livelihoods of EU banana producers – including those of its outermost regions – and those of the ACP countries, there will be a specific report to Parliament, accompanied, where necessary, by appropriate proposals?

How will the Council ensure that specific initiatives are taken to strengthen the commercial position of banana growers within the various supply chains?

Does the Council agree that the resources from the Banana Accompanying Measures (BAM) should be allocated across countries according to the expected losses in terms of banana exports and production together with each country’s level of development, weighted indicators and the trade in bananas with the EU?

Will the Council ensure that it draws up, at the earliest opportunity, an impact assessment on the effects of the agreements on those developing countries and European outermost regions which produce bananas until 2020?

How will the Council ensure that both the BAM and the POSEI envelopes will be sufficient to help ACP and EU banana producers adjust and adapt to the effects of changes to the EU’s import regime?

Will the Council ensure that an assessment of the BAM will be done 18 months before the programme expires?

How does the Council envisage granting Ecuador the same tariffs as its main competitors?
