 Subject: European Framework for Quality and Effective Apprenticeships

Apprenticeships are an effective form of work-based learning in vocational education and training that ease the transition to work, and can be an efficient way of addressing labour market imbalances, increasing productivity and boosting economic growth. Nevertheless, it has been recognised that the positive effects of apprenticeships on labour market conditions and youth employability depend on their quality.

1. How will the proposed recommendation contribute to establishing apprenticeship schemes that are targeted at labour market needs and benefit both learners and employers? What measures will be proposed to enhance the engagement of employers in this process?

2. How will the Council encourage the implementation of the framework across Member States, while taking into account the diversity of national vocational education and training systems and the necessary involvement of the social partners, civil society and education and training providers in the process? What kind of support is envisaged for this, especially considering the situation of Member States with lower participation rates? In particular, will any specific programme to tackle youth unemployment be included in the MFF post 2020?

3. What measures are envisaged to ensure consistent adherence to the criteria for learning and working conditions, and in particular the workplace component and pay and/or compensation, thus providing for quality and effective apprenticeships? Will quality apprenticeship standards be established in order to prevent situations in which social rights are violated?

4. How will the proposed framework build upon other existing relevant initiatives, such as the European Alliance for Apprenticeships, the European Quality Assurance Reference Framework for Vocational Education and Training, the Youth Employment Initiative and the EURES network? How will the added value of this framework be demonstrated in terms of genuine impact?
