The following spoke on the vote:

  • Gisela Kallenbach, who moved an oral amendment to the parts of the text in which the Member States, the candidate countries or the Council were called upon to act. As more than 37 Members objected, it was not incorporated;
  • Martine Roure, on behalf of the PSE Group, who moved an oral amendment to paragraph 17, which fell when amendment 17/rev. was adopted;
  • Elly de Groen-Kouwenhoven, on behalf of the Verts/ALE Group, who moved oral amendments to insert two new paragraphs, 18a and 20a. The oral amendments were incorporated;
  • Gisela Kallenbach, who moved an oral amendment to recital H, which was incorporated.
