Josep Borrell Fontelles (President of Parliament) and José Manuel Barroso (President of the Commission) made brief statements in the light of the revision of the framework agreement. They then proceeded to sign the framework agreement in the presence of the rapporteur and Margot Wallström (Vice-President of the Commission).
