- Cem Özdemir, on behalf of the Verts/ALE Group, who moved an oral amendment after paragraph 82, which was not incorporated as more than 40 Members objected;
- Ignasi Guardans Cambó, who moved an oral amendment to amendment 31, to which José Ignacio Salafranca Sánchez-Neyra proposed a change, and which was incorporated as amended;
- Raül Romeva i Rueda and Giusto Catania, who pointed out that the Verts/ALE and GUE/NGL Groups would withdraw their oral amendments to insert a paragraph 114a;
- Giovanni Claudio Fava (rapporteur), who confirmed that the adoption of amendment 16 meant that amendment 232 had fallen, and that amendments 234 and 235 did then fit in with the adoption of amendment 18;
- Simon Coveney, who called for amendment 258 to be put to the vote;
- Ewa Klamt, on the PPE-DE Group's voting list as regards amendment 258;
- Gay Mitchell, who thought that the vote was being conducted too quickly;
- Giovanni Claudio Fava, who moved an oral amendment to insert a paragraph 184a, and another oral amendment to amendment 242, neither of which were incorporated as more than 40 Members objected.
