I should like to know the reaction of the Commission to the speech given by the President of Mali to the European Parliament last week. It will be recalled that he complained that Mali was suffering a brain drain to the developed world. He said that nearly 35% of Mali's graduates were working abroad and that a high but unspecified proportion of health service workers were working in other countries. Does the Commission believe that it is morally acceptable for developed countries to poach the medical personnel of Third World countries, who have been trained at their expense from very limited resources?
