The creation of the proposal for a Council Regulation amending Regulation (EC, Euratom) No 1605/2002, on the Financial Regulation applicable to the general budget of the European Communities is a consequence of the decision of the Council to split from the Commission proposal for a Regulation of the European Parliament and of the Council amending Regulation (EC) No 2004/2003 on the regulations governing political parties at European level and the rules regarding their funding (COM(2007) 364 final) the elements containing a derogation from the Financial Regulation in its current form.
Due to the fact that the Committee on Constitutional Affairs has already discussed and approved with amendments the Commission proposal (see the Report A6-0412/207), with the view to enable the entry into force of the amended Regulations before the end of the year 2007, the Committee decided to apply the simplified procedure under the Rule 43 of its Rules of Procedure. Having taken note of the favourable opinion delivered by the Committee on Budgets, the Committee approved the proposal submitted by the Council without amendment.

It is with great interest that I have noticed that the committee Constitutional Affairs, on 22 October 2007, has voted its report on the modification of Regulation (EC) No 2004/2003 on the regulations governing political parties at European level and the rules regarding their funding and that most of the proposals made in the Budget committee's opinion had been taken over in your final report.
Meanwhile, another text has been transmitted officially to the European Parliament, a "Draft Council Regulation amending Regulation (EC, Euratom) No 1605/2002, further to the Permanent Representatives Committee's decision to split taken on 24 October 2007" (Council Document 14320/07). Also this proposal amending the Financial Regulation has been attributed to the committee on Constitutional Affairs as lead.
The necessity for an exception of the non-profit -rule for grants for political parties has been a major element of the last revision of the Financial regulation as adopted in December 2006. It was amendment 102 on the modification of Article 109, paragraph 3, point (d a) (new)of the Budgets committee's report, voted in Plenary on 15 March 2006 (P6_TA(2006)0085) that triggered the current reform.
As the committee on Budgets had always taken the view that this was an issue to be settled solely in the Financial Regulation, you will understand that it is most satisfied with the turn of events and that it can fully support the Council's text for which the European Parliament now is being consulted.
