EXPLANATORY STATEMENT
Purpose of the proposal for a regulation:
The purpose of the present proposal is to extend the scope of the Proposal for a Regulation on the cross-border transportation of euro cash by road between euro-area Member States (the main proposal) to the territory of Member States that are about to introduce the euro, since there is normally an increased need for euro cash transportation in the run-up to the changeover.
Position of the rapporteur
The rapporteur, who is also the rapporteur for the main proposal, welcomes this extension of the latter’s scope. She stresses that the legal basis here is Article 352 of the Treaty on the Functioning of the European Union, which means that Parliament merely has the power of consent.
