The interinstitutional agreement of June 2011 on the establishment of a joint European Commission‐Parliament Transparency Register foresees that the register shall be subject to a review no later than two years following its entry into operation.
A recent EU Citizens opinion survey(1) conducted in six EU countries (Austria, Czech Republic, France, the Netherlands, and the UK) of over 6 000 respondents found that 80% believe there should be mandatory regulation of lobbying to ensure a balanced participation of different interests in decision-making. This is in line with the European Parliament Resolution of May 2011 in favour of a mandatory register for lobbyists.
In addition, in a speech given on March 15(2) Commissioner Maros Sefcovic mentioned a meeting with European Parliament Vice-President for Transparency Rainer Wieland, where they discussed the timeline and the process for the review of the transparency register (‘We met a few days ago to set our course and I can assure you that we both take the review process very seriously. This is why we have decided to take the necessary time to develop our analysis and our reflections in a timespan that allows for a wide range of consultations to take place both internally and externally.’).
1. Following this meeting, can the Commission clarify what the proposed timeline for this review is and what concrete steps it will take to make it a fully participative and open process?
2. According to what the Commissioner and Vice-President discussed, can the Commission clarify how the Commission and the Parliament intend to ensure that the views and suggestions of the citizens concerning improvement of the current Transparency Register can be fully expressed and taken into account in the forthcoming review process?
