Regarding the announcement following the General Affairs Council of 13 September that a Common European Lobby Register for all three institutions is to be created, could the Commission outline the procedures relating to its planned implementation, with specific references to its proposed timeframe and how the representatives of the various lobby groups can go about applying for it?
