 Subject:  Lombardy regional air quality plan
 Answer(s) 

An air quality plan for the Lombardy region was adopted by means of Regional Executive Decision 593 on 6 September 2013.

In the same year, the Commission opened infringement proceedings against Italy on the grounds that PM10 limit values had been exceeded in 74 zones/built-up areas in the country. Those zones included IT0310 Pianura.

In this instance, the Commission broadened the scope of its enquiries to cover not only PM10 limit values but also the failure to take all necessary steps to improve air quality and adopt air quality plans and make them available to the general public.

In 2014, further proceedings were brought against Italy, again on account of PM10 values not having been complied with. However, IT0310 Pianura was not included among the zones listed in the letter of formal notice sent by the Commission because of the fact that the Lombardy regional authorities had adopted an air quality plan in 2013.

1. What stage has been reached in the assessment of that plan that was initiated in connection with infringement procedure 2014/2147 and EU Pilot file 6686/14/ENVI? If it has been completed, what conclusions were reached?

2. If the measures taken are not found to be satisfactory, can the Commission include IT0310 Pianura among the zones covered by the current infringement proceedings?
