The sharing economy

Question for written answer E-006825-16
to the Commission
Rule 130
Ramon Tremosa i Balcells (ALDE)

The sharing economy is a constantly evolving and growing phenomenon, with a common characteristic: individuals can operate in the market with the same facilities and opportunities as actors from the traditional economy thanks to mediation of digital platforms, without the need for professionalised or business structures.

The non-professional nature of these new agents on the market deserves a clear and concise approach.

What level of protection does the Commission believe is required for a non-professional agent to perform this activity or provide this service?

Does it makes sense to establish a double level of protection for performing this activity or providing this service depending on whether or not the operator is a professional agent?

What measures does the Commission envisage in relation to the responsibility criteria of the digital platforms and their liability for goods and services in trade?
