Parliamentary questions
28 March 2017
E-002158-17
Question for written answer
to the Commission
Rule 130
Dimitrios Papadimoulis (GUE/NGL)

Subject:  Limits of EU electromagnetic radiation (HMR)
 Answer(s)

Survey results of the U.S. National Institutes of Health (26 May 2016) include the impact of HMR (electromagnetic radiation) on cancer, and the World Health Organisation characterises HMA (31 May 2011) as possibly carcinogenic to humans.

Based on the recommendations of the Council (a) 1999/519/EC, which suggests limits on HMR, (b) of the framework Directive 89/391/EEC, which specifies the obligations of employers to assess the risks arising from exposure to HMR fields in the workplace, and on the fact that the approval to install telephone antennas is the responsibility of the competent national authorities, which must also ensure compliance with the obligations arising from the relevant EU legislation, will the Commission say:
1. Are there Member States that have set HMR limits lower than those permitted in the EU? If so, what are these limits and which Member States are concerned?
2. Have all Member States complied with the directive on electromagnetic fields, which should have entered into force by 1 July 2016, and promptly informed the Commission in this regard?
3. Does the Commission intend to intervene with a Member State's competent authorities in the event that antenna installation breaches environmental protection and public health measures?
