 Subject:  VP/HR — Insecurity in Somalia

Since 1991, it is estimated that 2.5 million people have been displaced and that the armed conflict has claimed around 1.5 million victims. In a context of piracy, kidnapping, famine and terrorist attacks, the new Government, which appears to constitute a weak window of opportunity, only controls the city of Mogadishu.

What action does the VP/HR intend to take in the light of such insecurity and the deterioration of human rights?
