 Subject:  Plans for the establishment of an SRF production plant in the Volos landfill

The municipality of Volos plans to create an SRF production unit within the Volos municipal landfill.

Citizens fear that such a development will lead to a departure from the principles of the circular economy, which are to ensure high protection of the environment and public health, with absolute priority for the objectives of pre-sorting, recycling and recovery of materials as set out in Directive/98/EC on waste, and in particular Article 28 thereof.

The Commission Communication (COM(2015) 614 final) states, inter alia, that: ‘funding for new facilities for the treatment of residual waste, such as incineration or mechanical biological treatment, will be granted only … where … the objectives of the waste hierarchy are fully respected.’

Given that the local community is intensely concerned about this issue, can the Commission say:

1. Does it consider that the municipality of Volos has met the waste hierarchy objectives and that the operation of the abovementioned plant will not hinder the reduction of waste by recycling and sorting at source provided for in the circular economy?
2. Has co-financing been requested for this plant?
3. What funding has been made available to the municipality of Volos, and from which sources, in the case of projects related to the achievement of the waste hierarchy objectives(1)?
