Compliance of flood risk management plan (FRMP) for the Po river basin district with EU legislation

The Flood Risk Management Plan for the Po River Basin District (FRMP) has been approved by means of Prime Ministerial Decree of 27 October 2016[1].

Even though the former landfills ‘Piacentini’ in the municipality of Sergnano and ‘AMSA’ in the Zita area of Rivolta d’Adda are officially listed as closed but not yet decontaminated, as shown in the Province of Cremona’s Environmental Report[2], neither has been mapped in the FRMP.

These are areas at risk of flooding, as is stated in Lombardy Region report appended to the plan[3].

The ‘44 Stogit’ gas storage well is also located in the municipality of Sergnano. This is subject to Directive 2012/18/EU and sited within an area susceptible to flooding.

— Could the Commission say whether the FRMP complies with Directive 2007/60/EC since, although approved, it does not map the aforementioned landfills and, consequently, does not state steps to prevent their involvement in a flood incident, nor give an order of priority for such steps?— Is the risk assessment of the mapping of the ‘44 Stogit’ gas well compatible with Directive 2007/60/EC and Directive 2012/18/EU?— Does the Commission consider that the previously mentioned directives have been infringed?
