New framework for fisheries technical measures

During the January plenary session, Parliament is expected to vote on a Commission proposal restructuring the EU framework for fisheries technical measures, with the aim of setting a mandate for trilogue negotiations. The new framework is expected to simplify the application of technical measures and to allow their adjustment to specific regional characteristics.

Overhauling fisheries technical measures

Technical measures in fisheries govern the different fishing practices that can be used to catch fish, as well as the areas and seasons for fishing. Aimed at limiting unwanted catches or at reducing the impacts of fishing on nature, EU technical measures in fisheries have, over time, developed into a complex set of prescriptive measures, which do not fully achieve their objectives. Technical measures in fisheries govern the different fishing practices that can be used to catch fish, as well as the areas and seasons for fishing. Aimed at limiting unwanted catches or at reducing the impacts of fishing on nature, EU technical measures in fisheries have, over time, developed into a complex set of prescriptive measures, which do not fully achieve their objectives. The European Commission finalised, on 11 March 2016, a long-awaited proposal to overhaul a number of existing rules and to establish a new legislative framework in this domain. It would provide measures of general application in all seas, and would also set a new approach on governance and delegation of powers for the development of regional approaches. The Commission estimates that this new regulation would contribute to reaching CFP objectives, notably on delivering maximum sustainable yield for fish stocks, with positive socio-economic and environmental impacts. The Parliament's Committee on Fisheries is to vote on its report on the proposed new framework before the summer. Second edition. Animal Welfare in the European Union

This study, commissioned by the Policy Department for Citizens’ Rights and Constitutional Affairs upon request of the Committee on Petitions, finds out that EU animal welfare policy and legislation has had much positive influence in the world, on the image of the EU as well as helping animals. However, most kinds of animals kept in the EU are not covered by legislation, including some of the worst animal welfare problems, so a general animal welfare law and specific laws on several species are needed ...

This study, commissioned by the Policy Department for Citizens’ Rights and Constitutional Affairs upon request of the Committee on Petitions, finds out that EU animal welfare policy and legislation has had much positive influence in the world, on the image of the EU as well as helping animals. However, most kinds of animals kept in the EU are not covered by legislation, including some of the worst animal welfare problems, so a general animal welfare law and specific laws on several species are needed. Animal sentience and welfare should be mentioned, using accurate scientific terminology, in many trade-related laws as well as in animal-specific laws.

Deep-sea fisheries in the north-east Atlantic

Deep-sea species and marine ecosystems are particularly sensitive to human activities. It identifies best practices by law enforcement agencies: the Spanish Administrative Authority of CITES, the special police for the protection of nature (SEPRONA) and the Special Prosecutor’s Office. In addition, it reports on shortcomings in enforcement and resources. The analysis was commissioned by Policy Department A at the request of the Committee on the Environment, Public Health and Food Safety.

It presents an overview of significant seizures and criminal prosecutions, discusses the involvement of organised crime groups and provides an insight on relevant actors, the current domestic legislative framework and the actions taken by the UK to tackle wildlife crime.
