The Commission estimates that the detriment to consumers caused by non-compliance with basic EU consumer rules in certain cross-border online markets and also by inefficient cross-border enforcement amounts to €770 million per year. To remedy this, in May 2016 the Commission presented a legislative proposal to review the existing rules on consumer protection cooperation between enforcement authorities as part of its e-commerce package. The aim was to clarify the rules, give more powers to national enforcement authorities and improve their coordination, primarily to enable them to address unlawful online practices. Parliament and Council reached agreement on the proposal in June 2017, and formally adopted it in November. The new regulation covers ongoing infringements and those that have already ended, and lays down procedures for cooperation in cases of widespread infringements of consumer rights that affect consumers in multiple Member States. It entered into force on 16 January 2018 and applies from 17 January 2020. Fifth edition, based on an original briefing by Jana Valant. Social enterprises combine societal goals with entrepreneurial spirit. These organisations focus on achieving wider social, environmental or community objectives. There is currently no specific European legal framework to help social enterprises to benefit from the internal market. Against this background, this European added value assessment identifies the challenges in the existing national legal frameworks regarding social enterprises. It argues that action at EU level would generate economic and social added value. Moreover, it outlines potential legislative measures that could be taken at EU level, and that could generate European added value through simplification and a coordinated approach in this area.

Research for REGI Committee - European Cohesion Policy and regional development policies in other parts of the world

The study compares regional policies of China, Brazil, ASEAN and MERCOSUR with the EU’s Cohesion Policy to inspire the policy debate on its future after 2020. TThis study, commissioned by the European Parliament’s Policy Department for Citizens’ Rights and Constitutional Affairs at the request of the LIBE and PETI Committees, presents a synthesis of in-depth studies in nine Member States in addition to broader EU and national research. Based on an analysis of selected provisions of Directive 2004/38/EC in Belgium, France, Germany, Ireland, Italy, Poland, Spain, Sweden and the UK, it identifies the main persisting barriers to free movement for EU citizens and their family members. The study also examines discriminatory restrictions to free movement, measures to counter abuse of rights and refusals of entry and residence rights, in addition to expulsions. It finds that, ten years after the deadline for transposition, there is general compliance, though some challenges remain. More systematic data collection, evaluation and guidance is thus required. The nine country studies are made available separately.

Gender equality in education is guaranteed by law in EU Member States, so the issues are far more complex than simply that of gaining access to education for girls, as remains the problem in many developing countries. Yet despite the legal equality in the EU, inequalities persist because of the educational choices that girls make, which may prevent them from achieving the potential they show earlier in education. Moreover, care needs to be taken not to ignore the problem of low-performing boys, a phenomenon sometimes overshadowed by the successes of men generally. The rationale for gender differences in education has mainly been approached from two perspectives: that of biological differences and that of societal and cultural influences. In the past, the view that biological differences are the cause of different educational outcomes was prevalent, but more recently there has been a shift towards the other side of the spectrum. The latest research shows that the differences between males and females are not sufficiently significant to account for the differences in educational outcome.
