This document provides regularly updated information on EU Member States which receive or received financial assistance from the ESM, EFSF, EFSM, the EU balance of payments assistance facility, other Member States and/or the IMF. Against the background that since August 2018 all financial assistance programmes to EU Member States have been concluded, the document focuses now on the implementation of the enhanced surveillance framework for Greece and post-programme reviews (including IMF Article IV assessments) for Ireland, Portugal, Romania and Spain undertaken by the European Commission (EC) in liaison with the ECB (Post-Programme Surveillance, PPS), the IMF (Post-Programme Monitoring, PPM) and the ESM (Early Warning System, EWS).

EU's årlige budget skal respektere de lofter, der er aftalt i den flerårige finansielle ramme (FFR) for de forskellige programmer og politikker, såsom samhørighedspolitikken, landbrugspolitikken og i forbindelserne med tredjelande. Fleksibilitetsinstrumenter sikrer, at EU kan reagere i tilfælde af uforudsete behov. Brug af finansielle instrumenter skaber en multiplikatoreffekt for så vidt angår EU-udgifter.

This paper revises the European instruments for macro-financial stability providing financial support to member states. Three instruments, created on an ad-hoc basis during the crisis, are temporary and should gradually disappear. One instrument reserved for non-euro area member states, and others targeted at euro area countries remain in place.
