Mapping the Cost of Non-Europe, 2014-19 - Fourth edition

07-12-2017

This study brings together work in progress on a long-term project to identify and analyse the 'cost of non-Europe' in a number of policy fields. This concept, first pioneered by the European Parliament in the 1980s, is used here to quantify the potential efficiency gains in today's European economy through pursuing a series of policy initiatives recently advocated by Parliament – from a wider and deeper digital single market to more systematic coordination of national and European defence policies ...

This study brings together work in progress on a long-term project to identify and analyse the 'cost of non-Europe' in a number of policy fields. This concept, first pioneered by the European Parliament in the 1980s, is used here to quantify the potential efficiency gains in today's European economy through pursuing a series of policy initiatives recently advocated by Parliament – from a wider and deeper digital single market to more systematic coordination of national and European defence policies or increased cooperation to fight corporate tax avoidance. The benefits are measured principally in additional GDP generated or more rational use of public resources. The latest analysis suggests that the European economy could be boosted by €1.75 trillion per year – or 12 % of EU-28 GDP (2016) – by such measures over time. The study is intended to make a contribution to the on-going discussion about the European Union's policy priorities over the current five-year institutional cycle, running from 2014 to 2019.

The Situation of Workers in the Collaborative Economy

04-10-2016

The collaborative economy (or “platform economy”), encompassing work-on-demand via apps like Uber and crowdwork like Amazon Mechanical Turk, has grown exponentially in recent years, thanks to the development of high-speed networks, the exploitation of big data and the availability of mobile devices, which have cut down transaction costs and allow for real-time effective matching of supply and demand. While creating many new opportunities for digital and physical services, which have, thanks to lower costs as compared to established operators, rather expanded the market for services instead of crowding out the incumbents, this new digitally based economy has also raised questions on the situation of workers. As this literature review shows, their legal status (either as employees or self-employed) is often unclear, and negative effects on the labour market can be witnessed (such as missing social protection, low remuneration of work, questionable work-life balance and more). Many of these effects are due to the functioning of the digital economy, which relies on micro-tasks, trust-inducing mechanisms as ratings and - at times opaque - algorithms. The literature review also presents policy solutions as discussed in recent literature.

Labour rights in Colombia in the perspective of a Free Trade Agreement with the EU

13-09-2012

The EU's Free Trade Agreement (FTA) with Colombia and Peru, on which the European Parliament is expected to vote in the coming months, is the subject of deep controversy. NGOs from both sides of the Atlantic question whether such an agreement should be concluded, because of the continued violation of human rights, especially in Colombia.

The report reviews best practices observed in the fishing areas of 14 EU countries. It also recommends actions for use of the European Fisheries Fund as an instrument to support and promote initiatives for women in European Fisheries Areas, particularly under axis 4 of the EFF.
