This At a glance note summarises the study presenting the concepts and methods of farm certification schemes and provides information on the main existing schemes in the EU and in third countries. It analyses how these schemes can help the EU reach its sustainability objectives in the farming sector and be instrumental in the implementation and monitoring of the related CAP instruments during the upcoming programming period.

The proposed 'omnibus regulation' to amend EU financial rules represents the first occasion that changes to the basic regulations of the Common Agricultural Policy (CAP) have been formally proposed since the 2013 reform. These changes represent policy choices involving a fine-tuning and simplification of the CAP. Parliament is due to vote on the proposal during the December plenary session.

Bei der letzten Reform der Gemeinsamen Agrarpolitik (GAP) wurde die auf zwei Säulen beruhende Struktur dieser Politik beibehalten; die ländliche Entwicklung ist also nach wie vor die „zweite Säule der GAP“. Auch die allgemeinen Grundsätze dieser Säule (Kofinanzierung, mehrjährige nationale oder regionale Programmplanung auf der Grundlage eines europäischen Maßnahmenkatalogs usw.) bleiben unverändert. Der Handlungsspielraum der Mitgliedstaaten im Rahmen des neuen Systems wird jedoch erweitert.

Die fünfte große Reform der GAP wurde im Jahr 2013 abgeschlossen. Die neuen Verordnungen sind veröffentlicht worden und die delegierten Rechtsakte werden schrittweise verabschiedet.
