On European beaches, plastics make up 80-85 % of marine litter, which is considered a major threat to marine and coastal biodiversity. Marine litter also costs the European Union economy an estimated €259 million to €695 million per year. In May 2018, the European Commission put forward a legislative proposal seeking to address the issue of marine litter from plastics. The proposal would introduce a series of measures regarding the top 10 single-use plastics found on European beaches, as well as fishing gear, with a view to reducing their impact on the environment and ensuring a functional internal market. After completion of the legislative procedure, the final act was signed by the presidents of the co-legislators (European Parliament and Council) on 5 June 2019, and published in the Official Journal of the European Union on 12 June 2019. Member States have two years (i.e. until 3 July 2021) to transpose the new directive into national law. CO2 standards for new cars and vans

In November 2017, the European Commission adopted a proposal for a regulation on reducing CO2 emissions from new passenger cars and light commercial vehicles (vans). The proposed measures and targets are aligned with the 2030 climate and energy framework and with the energy union strategy, which envisages a reduction in transport emissions and energy consumption. The Commission sets new targets for the EU fleetwide average CO2 emissions of new passenger cars and vans. Average CO2 emissions from new passenger cars and vans registered in the EU would have to be 15 % lower in 2025, and 30 % lower in 2030, compared to their respective limits in 2021. The proposal includes a dedicated incentive mechanism for zero- and low-emission vehicles, in order to accelerate their market uptake. Interinstitutional trilogue negotiations concluded in December with an agreement setting a 37.5 % CO2 reduction target for new cars by 2030, and a 31 % target for new vans. Parliament approved the agreed text on 27 March 2019. The regulation was published in the Official Journal on 25 April 2019. It entered into force on 15 May 2019 and will apply from 1 January 2020. Member States would need to cooperate with third countries to ensure full compliance with EU rules. The revised directive was seen by many observers as a part of the broader EU response to the Gazprom-led Nord Stream 2 project, which the European Commission publicly opposes. The Parliament adopted its position on the gas directive in plenary on April 2018, whereas the Council adopted its general approach on 8 February 2019. This was swiftly followed by a single trilogue meeting on 12 February 2019 at which the EU institutions reached a provisional agreement. The agreed text was later formally adopted by Parliament and Council, and entered into force on 23 May 2019. Fourth edition. European Maritime and Fisheries Fund 2021-2027

The European Commission has proposed a new regulation on the European Maritime and Fisheries Fund (EMFF) as part of the next EU budget framework for the 2021-2027 period. The European Commission has proposed a new regulation on the European Maritime and Fisheries Fund (EMFF) as part of the next EU budget framework for the 2021-2027 period. The European Parliament established its first-reading position on the proposal on 4 April 2019. The new fund will continue to support the EU common fisheries policy and the Union's maritime policy. The proposal aims to simplify the delivery of the fund compared to the very complex legal framework in use for the current EMFF. It therefore presents a more flexible architecture: this would allow Member States to use the funds where they see the greatest need, instead of being bound to a list of pre-defined measures and eligibility rules. Small-scale coastal fisheries and outermost regions would receive greater preferential treatment. It further proposes increased support for international ocean governance and stronger synergies with other EU policies. The fund is also expected to contribute to the development of the blue economy and support the EU's climate objectives. Negotiations with the Council on the proposal are expected to start in the new term. Third edition. The issue of fair competition between EU and third-country airlines and the importance of guaranteeing a level playing field has been recognised for some years by the various EU institutions as key for the future of European aviation. The 2015 Commission communication on the aviation strategy underlined the importance and legitimacy of EU action to deal with possible unfair commercial practices in international aviation, and announced the revision of existing rules in this field. On 8 June 2017, the Commission adopted a legislative proposal for a regulation on safeguarding competition in air transport. The objective of the proposal is to provide effective legislation in order ‘to maintain conditions conducive to a high level of Union connectivity and to ensure fair competition with third countries’ air carriers’. Parliament and Council reached agreement on the text in November 2018. The text was formally adopted by Parliament on 14 March 2019 and by Council on 9 April. Horizon Europe – Specific programme: Implementing the framework programme

In June 2018, the European Commission proposed a total budget allocation of €100 billion to finance science, research and innovation projects during the 2021-2027 period, of which the vast majority, €94.1 billion in current prices, would be allocated to the Horizon Europe framework programme. The main aims are to strengthen science and technology, to foster industrial competiveness, and to implement the sustainable development goals in the EU. Horizon Europe would introduce new features such as the European Innovation Council, missions to promote research results, and new forms of partnerships. While the proposal for the framework programme sets out the general and specific objective of Horizon Europe as well as the structure and the broad lines of the activities to be carried out, the specific programme aims to define the operational objectives and activities, especially for missions, the European Research Council, the European Innovation Council, work programmes, and the committee procedure. In April 2019, after several trilogue meetings, Parliament and Council reached a partial agreement, covering the specific programme’s content. It does not however address budgetary issues, pending negotiations on the EU’s overall 2021-2027 long-term budget. Parliament thus adopted its first-reading position on 17 April 2019, and it is expected that further trilogue negotiations will take place in the new term.

Single market information tool (SMIT)

Competition and consumer protection in the single market are often undermined by price discrimination based on residency. Competition and consumer protection in the single market are often undermined by price discrimination based on residency. While many market players do not cooperate with the Commission, for instance not disclosing their pricing structure, Member States often do not have the means or the tools to collect and deliver the required information to the Commission. The SMIT proposal would provide the Commission with powers such as to request business-related information (e.g. cost structure or product volumes sold), and to address market failures in a more efficient way. The SMIT, however, has raised some criticism in the Council and EP, inter alia, because of the Commission’s choice of the legal basis for the proposal. Parliament’s Legal Service stated in an opinion that the correct legal basis for the Commission proposal is Article 337 TFEU: a legal basis which gives no legislative role for the EP. On 12 July 2018, the IMCO committee adopted a report which would amend the proposal’s legal basis. The JURI committee subsequently adopted an opinion stating that the Commission proposal goes beyond the powers available under the proposed revised legal basis. The report was initially due to be voted in plenary in October 2018, but was taken off the agenda. As the parliamentary term has concluded, the report has now lapsed. Third edition. The current rules governing the access to the international market for coach and bus services appear to have been only partly effective in promoting this mode of transport. There are still differences in rules on access to national markets, differences in openness of national markets, diverse national access arrangements and discrimination in access to terminals in some EU countries. In an attempt to address the issue, the European Commission adopted a legislative proposal on 8 November 2017 to amend the EU rules for access to the international market for coach and bus services. The proposal is part of its 'Europe on the Move' package, which aims to modernise European mobility and transport. The European Parliament adopted its position on the proposal on 14 February 2019. However, interinstitutional negotiations cannot yet begin, as the Council has not reached a common position on the file. Third edition. Electronic freight transport information

The movement of goods in the European Union has increased by almost 25 % over the last 20 years, and this growth is projected to continue. A large amount of information accompanies this movement, exchanged mostly in paper format. Yet the digitalisation of information exchange could make the transport of goods much more efficient and reliable, and yield significant savings. As one way to speed up the digitalisation of freight transport, the European Commission adopted a proposal for a regulation on electronic freight transport information on 17 May 2018. The aim of this regulation is to provide for a fully digital and harmonised environment for information exchanges between transport operators and authorities. The legislative proposal is part of the Commission's third 'Europe on the Move' package, which is designed to complete its agenda for the modernisation of mobility. The European Parliament adopted its position on the proposal on 12 March 2019. However, interinstitutional negotiations cannot begin until the Council reaches a common position on the file.

Amending capital requirements: The 'CRD-V package'

The amendments to the package implement the most recent regulatory standards for banks, set at international level ('Basel III framework'). They also address some regulatory shortcomings and aim to contribute to sustainable bank financing of the economy. Parliament is due to vote on adopting the proposals during the April II plenary session.
