CAP strategic plans: Approval process

The delivery model for the post 2022 common agricultural policy (CAP) involves basic EU level policy rules and greater responsibility for Member States as to how they tailor their CAP measure toolboxes to local needs. The national CAP strategic plans drawn up to this end by Member States are now at the approval stage.

On Thursday, 10 September 2020, the Policy Department for Economic, Scientific and Quality of Life Policies organised at the request of the ENVI committee a remote webinar on "An EU legal framework to halt and reverse deforestation". The contribution of producer organisations (POs) in the fruit and vegetable sector (F&V) is highlighted in various pieces of EU legislation. In October 2011, the European Commission presented a set of proposals for reform of the Common Agricultural Policy (CAP). The time needed to complete the complex negotiations on the future CAP, as well as on the Multiannual Financial Framework (MFF) for 2014-20, has made it necessary to enact transitional measures for some elements of the policy.

This study reviews the extent to which the current CAP and related EU policies promote sustainable competitiveness and innovation in agriculture, and assesses the current legislative proposals for CAP reform. It finds that the current policy does not realise its potential and that, although the reform package represents an improvement, particularly in its proposals for Pillar 2, more could usefully be done. This note discusses the greening component of direct payments in the Commission’s legislative proposals of October 2011 for the Common Agricultural Policy in the period after 2014. Based on an analysis of their likely consequences it puts forward a range of options for the consideration of MEPs for how these proposals might be amended to improve their environmental impact, to reduce their administrative complexity and to improve their cost-effectiveness, including possible alternatives.
