As part of the next EU budget framework for the 2021-2027 period, the European Commission published its proposal for a regulation on the European Maritime and Fisheries Fund (EMFF) on 12 June 2018. The new fund will continue to support the EU common fisheries policy and the Union's maritime policy. The proposal aims to simplify the delivery of the fund compared to the very complex legal framework in use for the current EMFF. It therefore presents a more flexible architecture: this would allow Member States to use the funds where they see the greatest need, instead of being bound to a list of pre-defined measures and eligibility rules. Small-scale coastal fisheries and outermost regions would receive an increased preferential treatment. It further proposes increased support for international ocean governance and stronger synergies with other EU policies. The fund is also expected to contribute to the development of the blue economy and support the EU's climate objectives.

It presents a high-level review of the current and prospective situation of fees and charges in the 33 decentralised EU Agencies, and a detailed review of fees and charges for 6 Agencies in particular: ACER, EASA, ECHA, EFSA, ERA and ESMA. This study explores the potential revenue from the extension of charging fees by EU Agencies. It presents a high-level review of the current and prospective situation of fees and charges in the 33 decentralised EU Agencies, and a detailed review of fees and charges for 6 Agencies in particular: ACER, EASA, ECHA, EFSA, ERA and ESMA. The study focuses mainly on Agencies’ fees collected from industry and on fees charged for services rendered. It extends the analysis to alternative funding means where relevant. Finally, it provides conclusions on the benefits and limitations of introducing or extending fee-based systems in EU Agencies.

Im Verlauf dieser Tagung soll das Europäische Parlament außerdem über den Standpunkt des Rates zu dem Entwurf des Berichtigungshaushaltsplans (EBH) Nr. 4/2018 abstimmen, in dem die Bereitstellung von 33 992 206 EUR aus dem Solidaritätsfonds der Europäischen Union vorgeschlagen wird.

The Global Action Climate Summit (GCAS), San Francisco, 12-14 September 2018

The briefing is for the ENVI Committee delegation to the 2018 Global Climate Action Summit, which will take place in San Francisco from the 12th until the 14th of September. The Summit will enable a range of different stakeholders (i.e. state and local governments, business and citizens) to publicize the climate actions currently being implemented ‘on the ground’ to help inspire further efforts to support and build upon the commitments pledged in the Paris Agreement.

2021-2027 multiannual financial framework and new own resources: Analysis of the Commission's proposal

The process of negotiating a new seven-year financial plan for the EU has now begun formally with the Commission's publication of proposals for a 2021-2027 Multiannual Financial Framework (MFF), and for a new system of own resources providing the revenue to pay for it. This analysis presents the proposed new MFF and own resources and compares them to the status quo, as well as to the European Parliament's priorities as expressed in plenary resolutions adopted in spring 2018.

This study investigates the potential of using the European Fund for Strategic Investment (EFSI) to support skills development and Active Labour Market Policies (ALMP). It analyses the development of EFSI to date and explores projects in four EU Member States with funding models that could finance and scale up investments in skills development using EFSI financing in the future. The study concludes that whilst there is potential to intensify the use of EFSI and its successor InvestEU to support these areas, a number of challenges related to the typical nature of investments and the national/local capacity to develop and structure investment projects in human capital would have to be overcome.

Since April 2015, the European Commission has organised 8 workshops on effective asset disclosure, whistle-blower protection, healthcare corruption, local public procurement, private sector corruption, political immunities, anti-corruption indicators and economic impact of corruption. Firstly, the workshop focused on the most important subjects and assessed the outcome of the Commission workshops. It also tried to know what impact they had on improving effectiveness of competent national authorities in fighting corruption and how should the European Commission should encourage Member States to fight against corruption? The second part of the workshop was devoted to the question on what are the EU and Member States doing to tackle corruption and what are best practices to share at EU level.
