Its objectives are to help protect the EU budget against the risks associated with such loans. The main objective of the actions backed by the GFEA is to support the increase of growth and jobs, and to improve the business environment in developing countries by strengthening the involvement of the private sector. The GFEA also contributes to the European External Investment Plan, which addresses the root causes of migration, the ongoing refugee crisis and security-related issues.

Customs 2020 and Fiscalis 2020 (2014-2020)

The Customs 2020 programme was established by Regulation No 1294/2013 and is aimed at supporting the functioning of the customs union. The Fiscalis 2020 programme was established by Regulation No 1286/2013 and is aimed at improving the operation of the taxation systems in the internal market and supporting cooperation between the EU Member States.

In the context of the Commission's proposal for a multiannual financial framework (MFF) for the 2021-2027 period, the Commission published a proposal for a regulation establishing the Neighbourhood, Development and International Cooperation Instrument (NDICI) on 14 June 2018. It is part of Heading 6 'Neighbourhood and the World' of the proposed MFF, which sets out the main priorities and overall budgetary framework for the EU's external action. The Commission proposes to allocate €89.2 billion (in current prices) to the NDICI for the 2021-2027 period. This represents an increase of 11 % compared to the resources allocated to the instruments and funds under the current MFF that the NDICI would replace. These include the European Development Fund (EDF), which is currently outside the MFF. Parliament has expressed concern about the proposed governance structure of the new instrument. Second edition. Mobilisation of the EU Solidarity Fund: Payment of advances in the 2019 budget

The European Union Solidarity Fund (EUSF) supports EU Member States struck by natural disasters, through providing financial assistance to contribute to a rapid return to normal conditions. A budgetary proposal to mobilise the EUSF in order to have advance payments available for affected countries in the 2019 budget, is scheduled to be voted during the December plenary session, together with the 2019 EU general budget. The proposed amount to be mobilised is €50 million.

After the failure of budgetary conciliation, the European Commission put forward a new draft budget for 2019. Based on the second draft budget and subsequent negotiations, the European Parliament and Council have agreed the General Budget for the European Union for 2019, at a level of €165 795.6 million in commitments and €148 198.9 million in payment appropriations. This means an increase of 3.2 % in commitments and 2.4 % in payments as compared to 2018 budget. The Parliament has scheduled the adoption ...

Within the context of the multiannual financial framework the Commission is proposing a cluster of four instruments under three funds to deal with migration borders and security. This initial appraisal of the Commission’s impact assessment on the proposals acknowledges the necessity for impact assessments in relation to financial framework programmes to have a simplified format and scope differing from standard impact assessments and that the document in question sets out the rationale for the new instruments and explains the choices made in their design. It finds however that the level of analysis conducted and the measure of the departure from the standard methodology and format of impact assessments weaken its potential to inform decision-making.

Über diesen Haushaltsvorschlag soll im Rahmen der Plenartagung im Dezember abgestimmt werden.

On 14 June 2018, the European Commission published a proposal for a regulation establishing the Instrument for Pre-accession Assistance (IPA) III as part of a set of external action instruments under the new 2021 to 2027 multiannual financial framework (MFF). The proposed financial envelope represents a 1.1 % decrease compared with current funding (€12.9 billion in 2018 prices). Beneficiaries include the Western Balkan countries and Turkey. The IPA, set up for the 2007 to 2013 MFF, aims to prepare candidate and potential candidate countries for EU membership and supports them in adopting and implementing the necessary political, institutional, legal, administrative, social and economic reforms. IPA III is clearly positioned in the context of the new Western Balkan strategy, adopted in February 2018, and builds in flexibility via à vis the evolving situation in Turkey. It is also designed to complement the EU's internal policies. In Parliament, the file has been allocated to the Committee for Foreign Affairs (AFET), with José Ignacio Salafranca Sánchez-Neyra (EPP, Spain) and Knut Fleckenstein (S&D, Germany) as co-rapporteurs. The draft report presented by the rapporteurs on 30 October 2018 is now awaiting adoption by AFET. First edition. The proposal addresses, from a budgetary perspective, generalised deficiencies as regards the rule of law, including threats to the independence of the judiciary, arbitrary or unlawful decisions by public authorities, limited availability and effectiveness of legal remedies, failure to implement judgments ...

On 3 May 2018 the Commission put forward a proposal for a regulation on the protection of the Union's budget in the event of generalised deficiencies as regards the rule of law in a Member State. The proposal addresses, from a budgetary perspective, generalised deficiencies as regards the rule of law, including threats to the independence of the judiciary, arbitrary or unlawful decisions by public authorities, limited availability and effectiveness of legal remedies, failure to implement judgments, or limitations on the effective investigation, prosecution or sanctions for breaches of law. The proposal provides for the possibility for the Commission to make proposals to the Council on sanctions measures with regard to EU funding. These include suspension of payments, suspension, reduction or even termination of legal commitments (to pay), suspension of programmes, and the transfer of money to other programmes. Such a proposal would be deemed to have been adopted if the Council failed to reject it by a qualified majority. On 17 August 2018, the European Court of Auditors (ECA) delivered its opinion on the proposal and on 3 October 2018, Parliament's co-rapporteurs presented their draft report on the proposal. While sharing the broad objectives put forward by the Commission, they have proposed a number of amendments. First edition.
