This briefing note is written by the Policy Department for Structural and Cohesion Policies for the European Parliament’s Agricultural and Rural Development committee (AGRI Committee). The main purpose of the paper is to facilitate the legislative work of MEPs relating to the next reform of the CAP. The paper could additionally serve to explore and discuss the CAP proposals put forward by academics and stakeholders. Six dashboards set out how the CAP reform package (2021/2027) proposed by the European Commission on 1st June 2018 compares with the current CAP (2014/2020) regulations on a topic-by topic basis. The briefing note also offers some comments on the main elements of the legislative proposals in order to help the MEPs with their response to the Commission’s package. These comments are substantially based on the resolutions previously adopted by the Plenary of the European Parliament. Additional comments are also provided of a technical and explanatory nature. The opinions expressed in this document are the sole responsibility of the authors and do not necessarily represent the official position of the European Parliament.

This brief presents a view, based on evidence, that on balance, the impact of Regulation (EC) No 1107/2009 on innovation and development of new chemical and alternative biological PPPs has been negative. It outlines the current process leading from the submission of the registration dossier to the authorisation of plant protection products (PPPs), and describes how various technical and regulatory issues cause costly delays and discourage investment in research and development (R & D) of new PPPs. Finally, the brief concludes with a number of recommendations for consideration.

The European Parliament regularly hosts the Euronest parliamentary assembly of the Eastern Partnership (EaP). Launched in 2011, the EaP is composed of the EU and its Member States, together with six of their eastern European neighbours: Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine. During their Riga summit in 2015, the partners in the EaP decided to focus on four areas: economic development and market opportunities; institutional capacity and good governance; connectivity, energy efficiency, environment and climate change; mobility and people-to-people contacts. Before the EaP's 2017 Brussels summit, the European Commission and the European External Action Service published '20 deliverables for 2020', a series of specific objectives that are being piloted by various partners and have to be achieved by the EaP countries by 2020. To facilitate this task, the two institutions also proposed to streamline the structure of the EaP, which the Brussels summit endorsed. In June 2018, the Euronest meeting in Brussels adopted a number of resolutions on the EU’s mediation in frozen conflicts, on foreign direct investment and on undeclared labour. It also called for the release of Ukrainian political prisoners in Russia.
