Three of these proposals (on the ERDF and the Cohesion fund, on a new mechanism for cross-border cooperation and on Interreg) are covered by one IA. It provides a good description of policy challenges and ‘lessons learned’ from previous programmes. Potential effects of proposed measures are, however, discussed rather generally, neglecting in particular social, environmental and other specific or indirect impacts. Additional explanations regarding the assumptions (and uncertainties) underlying the analysis would have increased the completeness, precision and accountability of the IA.

This study assesses the extent to which the EU’s structural reform agenda could support EU member states in the transition to a new global economic environment in a way that complements Cohesion Policy objectives. It looks at the future links between structural reforms and EU Cohesion Policy in the context of the 2021-2027 Multiannual Financial Framework.

The added value of European cohesion policy

Cohesion policy provides the largest EU financial support, amounting to € 638 billion together with national co-financing for the period 2014-2020. Cohesion policy will help more than 7.4 million people find a job and over 8.9 million people gain new qualifications. 6.8 million children will get access to new or modernised schools and childcare facilities. For the European Parliament it is important that Cohesion Policy remains visible all over Europe.

Da das Programm so stark in Anspruch genommen wurde, schlägt die Kommission Änderungen dahingehend vor, den Geltungsbereich auf Unterstützung bei den Vorbereitungen des Beitritts zum Euro-Währungsraum auszuweiten und die finanziellen Mittel von 142,8 Mio. EUR auf 222,8 Mio. EUR aufzustocken. Das Europäische Parlament soll auf seiner Tagung im September über den mit dem Rat vereinbarten Text abstimmen.

For the next EU budget, covering the 2021-2027 period, the European Commission proposed to update EU cohesion policy with a new set of rules, on 29 May 2018. The proposal for a Common Provisions Regulation (CPR) sets out common provisions for seven shared management funds: the European Regional Development Fund, the Cohesion Fund, the European Social Fund Plus, the European Maritime and Fisheries Fund, the Asylum and Migration Fund, the Internal Security Fund and the Border Management and Visa Instrument. Additional specific regulations add certain provisions needed to cater for the particularities of individual funds, in order to take into account their different rationales, target groups and implementation methods. The CPR proposal is of utmost importance as it will set the main rules that govern the above-mentioned funds for the forthcoming period. While the proposal builds upon the previous sets of rules covering the 2014-2020 period, it nevertheless introduces a number of innovations, and aims, amongst other things, at providing simplification and better synergies between the different EU policy tools. Often isolated, and with generally poorer access to public services, the EU's border regions face a unique set of challenges. This has been recognised under Article 174 of the Treaty on the Functioning of the European Union, which provides that particular attention should be paid to cross-border regions when developing action to strengthen the EU's economic, social and territorial cohesion. Yet while the EU has provided significant support over the years, particularly within the framework of European territorial cooperation, helping to strengthen connectivity and create new growth and jobs, numerous obstacles continue to hamper cross-border cooperation. Organised to identify these remaining bottlenecks, the Commission's 2015 cross-border review revealed legal and administrative barriers to be the main obstacle to cross-border cooperation while, in parallel, the 2015 Luxembourg Presidency put forward plans for an EU cross-border mechanism, with an informal working group set up to develop the idea. Both processes have fed into discussions in recent years to create a mechanism for cross-border areas, leading to the current proposal, introduced as part of the multiannual financial framework's cohesion policy package. In preparation for the upcoming Multiannual Financial Framework for 2021-2027, the European Commission published a proposal for a regulation on the European Regional Development Fund (ERDF) and the Cohesion Fund (CF) on 29 May 2018. The new single regulation on the ERDF and CF (previously covered by two separate regulations) identifies the specific objectives and scope of support for both funds, including non-eligible activities. In line with evidence regarding impact, investments will focus on activities with the highest added value, such as support for SMEs, smart specialisation, the low carbon economy, sustainable urban development and regional cooperation. The ERDF will focus mainly on smart growth and the green economy, and the CF on environmental and transport infrastructure. A special approach is adopted for territories such as urban areas and outermost regions. The indicator framework for monitoring progress will include new common results indicators. At the European Parliament, the file has been allocated to the Committee on Regional Development, with Andrea Cozzolino (S&D, Italy) as rapporteur. The rapporteur's draft report is expected in the autumn.

This study provides an overview of review clauses (reviews, evaluations, implementation reports) contained in EU legislation during the sixth, seventh and the current, eighth parliamentary term. Drawing on information publicly available across several sources, it provides in a single, comprehensive repository an analytical overview of acts that contain a review clause. The study puts a special focus on (and the analysis of) review clauses in EU legislative acts adopted during the current parliamentary term (with a total of 147 legislative acts with a review clause adopted through the ordinary legislative procedure up until end of December 2017).
