The United Kingdom (UK) will leave the European Union next 29 March 2019. The potential impact of the UK’s withdrawal from the European Union on the recognition of qualifications depends on the nature of the qualifications as different regulatory regimes apply to academic as against professional qualifications. In the case of academic qualifications, this issue falls within national competence, although supporting policies have been implemented at European level. Brexit should not have substantial consequences since those policies are intergovernmental (e.g. Bologna Process), implemented on a voluntary basis (e.g. European Qualifications Framework, Europass) or open to third countries (e.g. Erasmus+). By contrast, the question of professional qualifications is closely related to the single market and to the free movement of workers, services and establishment. Hence, a number of European directives govern the field of regulated professions. If the UK becomes a third country from 30 March 2019 or at the end of the transition period provided for in the “Draft Withdrawal Agreement”, this legislation will no longer apply either to EU citizens seeking recognition of their qualifications in the UK or to UK citizens seeking recognition of their qualifications in the European Union.

Research for CULT Committee - Erasmus+: Towards a New Programme Generation

This study was commissioned by the CULT committee of the European Parliament as a general reflection on the performance of the Erasmus+ programme so far. The study provides a complement to the European Commission mid-term evaluation of Erasmus+. This current project examines 1) the outcomes of Erasmus+ so far, notably focussing on the implementation experiences in using Erasmus+ in 10 Member States, 2) the decision-making procedures used in the programme, highlighting how delegated and implementing ...

This study was commissioned by the CULT committee of the European Parliament as a general reflection on the performance of the Erasmus+ programme so far. The study provides a complement to the European Commission mid-term evaluation of Erasmus+. This current project examines 1) the outcomes of Erasmus+ so far, notably focussing on the implementation experiences in using Erasmus+ in 10 Member States, 2) the decision-making procedures used in the programme, highlighting how delegated and implementing acts have been used to date, and 3) the Commission mid-term evaluation conclusions. These aspects are all drawn together to arrive at a series of key findings and recommendations which can be considered as adjustments for the Erasmus+ programme during its next programme cycle.

The preparation process for an EU framework programme for research and innovation includes a variety of activities: evaluation of the previous programme; expert studies to define the scope and priorities of the new programme; and proposals for new instruments. The EU institutions, the advisory committees, the Member States and other stakeholders also put their expectations and opinions forward on the shape and content of the programme. This paper provides an overview of all the activities developed to contribute to the preparation of FP9. It also analyses the position of all the actors on 10 key discussion points including: the difficult battle over the FP9 budget; the tensions between support for excellence and the need for cohesion; streamlining of instruments and simplification of processes; requests for greater EU added value from the programme, linked to its collaborative nature; the role of the Member States in the programme's governance and implementation; and the expected innovations: the European Innovation Council and a mission-oriented approach.

EU development cooperation with Latin America is mainly conducted through the Development Cooperation Instrument (DCI) and its different geographical (regional, sub-regional and bilateral) and thematic programmes. Nevertheless, the 2014-2020 programming period has brought about the introduction of a new blending financial instrument for the region, the Latin American Investment Facility (LAIF), which combines EU grants with other resources. It has also seen the transition of most Latin American countries ...

EU development cooperation with Latin America is mainly conducted through the Development Cooperation Instrument (DCI) and its different geographical (regional, sub-regional and bilateral) and thematic programmes. Nevertheless, the 2014-2020 programming period has brought about the introduction of a new blending financial instrument for the region, the Latin American Investment Facility (LAIF), which combines EU grants with other resources. It has also seen the transition of most Latin American countries away from being eligible for bilateral DCI development aid and towards their inclusion instead in EU bilateral cooperation through the new Partnership Instrument (PI). This poses a series of new challenges but, simultaneously, offers new opportunities by opening cooperation to other areas and sectors. The European Parliament has a strong involvement in the issues concerning development cooperation. Since 2012, it has adopted a number of resolutions on the topic: one defining a new form of development cooperation with Latin America, another calling for increasing the effectiveness of development cooperation, and a third on achieving policy coherence and enhancing the role of local authorities.

Follow-up of the Strategic Framework for European cooperation in education and training

European cooperation in the field of education and training is voluntary, yet a strategic framework sets objectives to be attained by 2020.
