In its current approach to achieve an appropriate euro area fiscal stance, the EU Commission asks countries with fiscal space to provide extra stimulus in order to compensate for countries that are constrained by debt sustainability considerations. However, the aggregate fiscal stance is not a particularly useful concept since it abstracts from too much relevant information at the country level. In particular, excessive stimulus in one country is likely to generate welfare losses there, since this may compromise fiscal sustainability and/or cause its economy to overheat. Additional spending in one country can help other countries only if (1) there are significant trade spillovers and (2) monetary policy does not respond to the increase in economic activity. Even then, the composition of national fiscal policies may be inappropriate, since additional spending may be called for in countries where it is not needed. To overcome these problems would entail moving towards a fiscal union (e.g. by implementing a cyclical risk-sharing mechanism), which can potentially loosen fiscal restrictions, but introduces risks of moral hazard and persistent one-sided transfers.

The World Economic Forum is considered to have significant influence. At the same time, it attracts considerable criticism. To its proponents, the organisation – through its meetings – enables business, NGOs and political leaders to meet and debate possible solutions to key issues of global concern. To its critics, the Forum, and specifically its annual meetings, is nothing more than an opaque venue for political and business leaders to take decisions without having to account to their electorate or shareholders. Nevertheless, its longevity and the high profile of those attending its events, make it an organisation that is well known and widely referenced. This year, the Forum's Annual Meeting – with the theme 'Mastering the Fourth Industrial Revolution: how to adapt to the transformation of production, distribution and consumption systems, caused by mobile internet, smaller, cheaper and more powerful sensors, as well as artificial intelligence and machine learning' – will be co chaired by six personalities from varying backgrounds, and attended by over 2 500 participants, including several European Commissioners.

European Economic Governance, the system of multilateral coordination of national policies of European (and euro area) Member States, is a complex framework that has been reformed numerous times. The current system, adopted during the European debt crisis, is criticised on the grounds that it is too complex, opaque and lacks legitimacy. Although the various stakeholders have different views on the content of the reforms, the priorities that need to be given and the timeline of the implementation, most of them agree on the fact that the current system is imperfect and changes are needed to make EMU work better and avoid future crises.

In this report, the Co-Rapporteurs Danuta Hübner and Jo Leinen propose a number of measures with the aim of enhancing the democratic nature of the European elections; reinforcing the legal status of citizenship of the Union; improving the functioning of the European Parliament and the governance of the Union; strengthening the legitimacy and efficiency of the European Parliament; enhancing the effectiveness of the system for conducting European elections and providing for greater electoral equality for the citizens of the Union.The arguments in support of the proposals of the European Parliament are set out in detail in this European Added Value Assessment.

This paper forms part of a series of nine studies on the role of the European Union in international economic fora, prepared by Policy Department A at the request of the Committee on Economic and Monetary Affairs of the European Parliament. It provides factual background information about the G20, the EU’s role and representation therein, its accountability as well as the coordination and impact thereof. The G20 has played a key role in measures taken to overcome the economic and financial crisis and promoted rules to prevent a repetition of such a crisis. The high compliance rate of the EU in implemen¬ting these commitments highlights the importance of the legally non-binding G20 commit-ments. Yet, the G20 is an informal international body where executives from officials’ up to leaders’ level meet. As a body G20 lacks meaningful accountability mechanisms. Moreover the EU can hardly be held to account for its action at the G20 level. This study provides a thorough analysis of the G20 and EU’s action at the G20 level. It sets out the EU legal framework for the participation of the EU and its Member States in the G20. In applying a two-tier accountability framework it identifies accountability gaps and concludes with policy recommendations.

This study aims to provide insights into the development, since 2012, of the European Commission’s system of Expert Groups, including the Register of Expert Groups. The specific focus of this study is an assessment of the European Commission’s compliance with a set of European Parliament conditions attached to repeated European Parliament budget reserves for the Expert Group budget. The European Parliament conditions aim to strengthen the balanced representation of interests in the Expert Groups, address conflicts of interest, and ensure transparency, in terms of open access to the working and outputs of the Expert Groups. The study finds that the European Commission, despite some progress, continues to fall short of full compliance with the European Parliament conditions on balance and transparency. Based on this study’s findings, it is considered that a more systematic approach to balance would help overcoming information asymmetries and contribute to throughput legitimacy. Enhanced transparency also has potential to enhance Expert Group outputs. This study therefore recommends a systematic approach to balance, the promotion of full transparency, more resources for Secretariat General oversight and enforcement, and the systematic evaluation of Expert Group performance at the level of the system of Expert Groups and for all individual Expert Groups.

While the majority of observers argue that the G20 did remarkably well to contain the financial and economic crisis in 2008 and 2009, it has been less successful in finding consensus and making progress on its agenda ...

The Group of Twenty (G20) is an informal forum for international cooperation, and consists of 19 major economies plus the European Union. It gained in prominence in 2008 – when regular summits at the level of leaders commenced – taking on the role of 'global crisis management committee'. While the majority of observers argue that the G20 did remarkably well to contain the financial and economic crisis in 2008 and 2009, it has been less successful in finding consensus and making progress on its agenda since the urgency and immediate pressures diminished. The outcomes of recent summits have therefore been rather modest, if not disappointing. The gap between agreed commitments and their implementation varies across policy areas and member countries but, for many observers, threatens to undermine the G20's credibility. The assessment of G20 policies remains mixed as its achievements are often accompanied by stalled progress and failure to implement. However, there are limits as to what can be accomplished due to the G20's voluntary rather than legal character, and lack of a formal enforcement mechanism. The G20 and the EU have the potential to mutually advance their agendas. The EU is strongly represented in the G20 which, according to some, gives it some influence on the G20's agenda. At the same time G20 commitments have had substantial impact on Europe's reforms of its financial sector. The November 2014 Brisbane summit was hailed as a success by the leaders, whereas the view of commentators was more mixed. Many argue that it was a modest, selective success, with political issues crowding an economically oriented agenda. It remains to be seen whether the G20 can support long-term economic recovery.
