All countries are considered to have conformed to the Stability and Growth Pact and all give optimistic forecasts for the period to 2003. Ireland, however, has been the subject of a public recommendation for inconsistency with the Broad Economic Policy Guidelines established in mid-2000; and other Member States are criticised for un-ambitious fiscal positions.
