Connecting Europe Facility 2021-2027: Financing key EU infrastructure networks

The EU supports the development of high-performing, sustainable and interconnected trans-European networks in the areas of transport, energy and digital infrastructure. The trans-European networks policy was consolidated in 2013, and the Connecting Europe Facility (CEF) set up as a dedicated financing instrument to channel EU funding into the development of infrastructure networks, help eliminate market failures and attract further investment from the public and private sectors. Following a mid-term evaluation, which confirmed the CEF programme's capacity to bring significant EU added value, the European Commission proposed to renew the programme under the next long term EU budget. The Transport Council of 3 December 2018 agreed a partial general approach on the proposal, excluding financial and horizontal issues for the moment, which are still under discussion as part of the EU budget for 2021-2027. The European Parliament adopted its position for negotiations on 12 December 2018, and interinstitutional negotiations on the proposal can thus now start. The European Parliament and Council are expected to discuss the proposal and its budget, so as to ensure that, once adopted, the programme can stimulate the necessary infrastructure development, while also helping to achieve the EU's climate change objectives. Use of vehicles hired without drivers

Member States, however, concerned with the possible erosion of tax revenues from vehicle registration and enforcement issues, could not agree a common approach. As negotiations cannot start without progress on the Council's side, the file has been put on the January plenary agenda with the intention to close the first reading in Parliament.

Combined transport directive review: Getting more goods off EU roads

The European Union's efforts to reduce the negative impacts of transport include promoting a shift from road freight transport to lower-emission transport modes. This also includes combined transport operations, which consist of at least one road leg for initial or final haulage and one non road leg on rail or water. The 1992 Combined Transport Directive set out measures that were meant to increase the competitiveness of combined transport against road-only transport. In 2017, the Commission proposed to simplify the existing rules and make combined transport more attractive by means of economic incentives. The initiative is part of the Commission 'mobility package' of legislative proposals to make EU transport safer, greener and more modern. The Transport Council of 3 December 2018 agreed a general approach on the proposal on combined transport, having also reached a position on three other key proposals in the road transport sector. As the European Parliament's Committee on Transport and Tourism had adopted its report in July 2018, interinstitutional negotiations can now begin. Second edition. Over the six decades during which the World Bank has been active in Europe, its engagement has evolved hand in hand with the development of the continent. Initially supporting reconstruction efforts after World War II, it later shifted the focus of its action to development support. In the past, as today, it has provided financing, knowledge and assistance to countries seeking to join the European Union. As a starting point in providing a deeper insight into how the World Bank contributes to the development of European countries today, this briefing first looks at the Bank's complex structure, the functioning of its different parts and the types of investment and assistance it offers its clients. Then, leaving aside the many other areas of the Bank's activity, the focus narrows to its support for transport in the EU and its Western Balkan partners. As the World Bank is one of several international institutions that are active in the Western Balkans, the briefing also looks into how the Bank links with the development-support efforts of the European Commission and the financial landscape of the Western Balkans Investment Framework.

EU rules on the use of goods vehicles hired without drivers have been in operation for over 25 years without change and need to be reviewed to correspond to current and future needs in the transport sector. As part of the 2017 road transport mobility package, the European Commission proposed to soften the existing restrictions on using hired vehicles in international transport and establish a uniform regulatory framework, which would give transport operators across the EU equal access to the market for hired goods vehicles. The Council, concerned with the possible erosion of tax revenues from vehicle registration and enforcement issues, could not endorse a general approach under a recent proposal made by the Bulgarian Presidency. The Parliament’s Committee on Transport and Tourism voted its report, but the mandate to start trilogues is due to be voted during the June plenary. Second edition. The first climate change strategy for shipping

The European Commission has evaluated existing EU legislation on passenger ship safety and presented three proposals for directives, aimed at simplifying rules and cutting administrative costs, while at the same time making sea travel safer. This proposal sought to clarify the technical requirements introduced by Directive 2009/45/EC, which vessels must respect in areas of construction, stability and fire protection. The newly defined standards should provide for uniform national interpretations and make the rules easier to update, monitor and enforce. After the negotiations between the Council, the European Parliament and the Commission concluded on 15 June 2017, the Parliament adopted the agreed text on 4 October 2017 and the Council on 23 October 2017. The deadline for Member States to transpose the final legislative act into their respective laws is 21 December 2019. Fourth edition. The European Commission has evaluated existing EU legislation on passenger ship safety and presented three proposals for directives, aimed at simplifying rules and cutting administrative costs, while at the same time making sea travel safer. This proposal sought to amend the requirements set by Directive 98/41/EC for counting and registering passengers and crew on board passenger ships, and to remove any overlap in reporting obligations or disproportionate requirements. The main change introduced was the digitalisation of reporting obligations. After the interinstitutional negotiations concluded on 14 June 2017, the European Parliament adopted the agreed text on 4 October 2017 and the Council on 23 October 2017. The European Commission, in line with its regulatory fitness and performance programme (REFIT), has evaluated existing EU legislation on passenger ship safety and presented three proposals for directives, aimed at simplifying rules and cutting administrative costs, while at the same time making sea travel safer. This proposal seeks to rationalise inspections conducted by national administrations while ensuring a high level of passenger ship safety and without unnecessarily limiting the ship’s commercial operations, making the inspections system for these ships simpler, more effective and cheaper. This would be achieved by changing focus from initial company-based inspections to ship-based ones and by ensuring that subsequent inspections occur at regular intervals. After interinstitutional negotiations concluded on 14 July 2017, the European Parliament adopted the agreed text on 4 October 2017 and the Council on 23 October 2017. The final act entered into force on 20 December 2017 and the new provisions will apply from 21 December 2019. Fourth edition.
