Pese al estancamiento de las negociaciones comerciales, se están examinado distintas posibilidades para modernizar las normas de la OMC y hacer frente a los nuevos desafíos mundiales. En febrero de 2017, la entrada en vigor del Acuerdo sobre Facilitación del Comercio introdujo novedades en las normas comerciales de la OMC. Con el Tratado de Lisboa, el Parlamento ejerce la función legislativa, junto con el Consejo, y desempeña un importante papel en la supervisión de la política comercial internacional.

In recent years, however, their co-operation has been improving and they have signed numerous bilateral agreements. From the EU’s perspective, it is crucial to monitor the relationship between these strategic partners. Not only do these two emerging countries have the two largest populations in the world, but projections suggest that they will together account for a significant share of the world economy by the middle of the century. The EU must be able to meet the regional and even global challenges presented by the rise of China and India.

The year 2015 – the 25th anniversary of the establishment of diplomatic relations between the EU and Vietnam – is likely to be a landmark one. Three years after the EU and Vietnam signed a framework agreement for a Comprehensive Partnership and Cooperation Agreement (PCA), the European Parliament has been requested to decide whether to give its consent to the agreement. Separately, the European Commission announced on 4 August 2015 that an agreement had been reached on a bilateral free trade agreement (FTA), three years after negotiations were launched. For the Socialist Republic of Vietnam, deepening relations with the EU is a priority, a way of offsetting China’s strong influence while maintaining independence from the United States. Within the country, the Communist Party maintains a firm grip on the state apparatus. Media and civil society are severely restricted, and the human rights record remains poor.

The European Commission's most recent initiative in the field of intellectual property rights (IPR), a 2014 communication, returns to an issue that has been largely side-lined since the European Parliament rejected the Anti-Counterfeiting Trade Agreement (ACTA) in 2014. While not a landmark, 'Trade, growth and intellectual property – Strategy for the protection and enforcement of intellectual property rights in third countries' (COM(2014)0389) serves as a good basis for constructive debate on securing better IPR protection in foreign markets, in cooperation with third countries and without infringing on civil liberties. The new document builds on a 2004 communication with a nearly identical title ('Strategy for the protection and enforcement of intellectual property rights in third countries'), which introduced a broad framework of initiatives aimed at combatting IPR violations outside the EU.
