The Update finds that the European Commission’s revised Horizontal Rules, introduced in May 2016, triggered important improvements in terms of balance of interests, transparency and gender balance. Notwithstanding, there is further room for enhancing the system, and this Update recommends: further strengthening balance with a specific focus on the Expert Groups that continue to experience imbalance; further enhance transparency of Expert Group deliberations; remind Expert Groups about the requirement for gender balance; for the European Commission to report on the system and evaluate the system’s performance; and to conduct further research on specific types of Expert Group members and the use of Expert Groups.

Over the six decades during which the World Bank has been active in Europe, its engagement has evolved hand in hand with the development of the continent. Initially supporting reconstruction efforts after World War II, it later shifted the focus of its action to development support. In the past, as today, it has provided financing, knowledge and assistance to countries seeking to join the European Union. As a starting point in providing a deeper insight into how the World Bank contributes to the development of European countries today, this briefing first looks at the Bank's complex structure, the functioning of its different parts and the types of investment and assistance it offers its clients. Then, leaving aside the many other areas of the Bank's activity, the focus narrows to its support for transport in the EU and its Western Balkan partners. As the World Bank is one of several international institutions that are active in the Western Balkans, the briefing also looks into how the Bank links with the development-support efforts of the European Commission and the financial landscape of the Western Balkans Investment Framework.

As the European Commission approaches the last full year of its five-year mandate, this publication provides an up-to-date overview of the state of play in the delivery of the various legislative and other political initiatives flowing from the ten priorities defined by the Commission's President, Jean-Claude Juncker, on taking office in 2014. The paper is intended both to assess the progress towards the targets that the Commission has set itself, and to identify areas in which difficulties have been, or are being, encountered, as the EU institutions prepare for the 2019 European Parliament elections. The analysis – part of an on-going series throughout the Commission's five-year term – finds that, so far, 89 per cent of the proposals envisaged by the Commission have been tabled, and 40 per cent have been adopted. Of the 49 per cent proposed but not yet adopted, around two-thirds are progressing well through the EU legislative process.
