The aim of this study is to illustrate the different ways in which the current EU legislative framework may be affected by the digitisation and automation of farming activities and the respective technological trends. The study analyses the issues that might have to be dealt with, identifying the European Parliament committees concerned and the legislative acts that might need to be revisited, especially in view of the forthcoming Commission communication on the future of the Common Agricultural Policy (CAP). It also provides a series of overarching recommendations that EU actors may wish to take into account when dealing with precision agriculture. To do so, an analysis of the multiple ethical and legal challenges associated with precision farming technologies has been performed, along with a scanning of current legislation in a wide range of areas of EU policy-making, including agricultural policy and related fields, such as environment, health, food safety and climate change.

El presente estudio ha dado como resultado la identificación de cuatro oportunidades y preocupaciones futuras fundamentales en relación con la agricultura de precisión (AP) en la Unión y con respecto a las que el Parlamento Europeo podría adoptar medidas preventivas: 1. la AP puede contribuir activamente a la seguridad alimentaria y la inocuidad de los alimentos; 2. la AP contribuye a la sostenibilidad del sector agropecuario; 3. la AP desencadenará cambios sociales a medida que aumente su tasa de utilización; 4. la AP exige la adquisición de nuevas capacidades. La gran diversidad del sector agropecuario en la Unión, sobre todo en lo que respecta al tamaño de las explotaciones, los tipos de actividades agropecuarias, las prácticas agrarias, la producción y el empleo, plantea un reto especial para los responsables políticos europeos. Precision Agriculture (PA) is a whole-farm management approach using information technology, satellite positioning (GNSS) data, remote sensing and proximal data gathering. These technologies have the goal of optimising returns on inputs whilst potentially reducing environmental impacts. The state-of-the-art of PA on arable land, permanent crops and within dairy farming are reviewed, mainly in the European context, together with some economic aspects of the adoption of PA. Options to address PA adoption are discussed, including measures within the CAP 2014-2020 legislation and the important contribution of advisory services across Europe.

Foresight ? Contribution to the debate on the future of EU agricultural policy

Strategic foresight is increasingly being used as a technique to help organisations anticipate and prepare for potential challenges or opportunities. Its application to agricultural and rural development policies is examined in this briefing. A range of relevant foresight studies are identified and examined across a number of elements, covering: the identification of key drivers of change; the nature of the scenarios they present (including the role of technology and precision farming); and food security as well as the territorial dimensions relating to the future of Europe’s rural areas. These findings are analysed for their implications for future policy-making in respect of EU agriculture and rural development matters. In the field of public policy, there is a growing realisation that the policy process has to address many challenges such as: advancing greater policy integration; identifying and applying the lessons from previous experience of policy implementation; maximising the use of the available evidence base, and considering and adopting a long-term view of the future through forward thinking involving the development of different scenarios. Foresight studies recognise the multi-disciplinary nature of the challenges facing agriculture and the importance of 'interconnected policy-making'. The potential also exists for strategic foresight to be applied at different territorial levels.

Research for AGRI Committee - Policy support for productivity vs. sustainability in EU agriculture: Towards viable farming and green growth

This study presents the main trends in total factor and resource productivity in recent decades. The main pathways for sustainable intensification are explored through case studies and policy analysis. The paper presents a normative analysis of policy tools able to reconcile productivity and sustainability requirements and also provides policy recommendations to promote a resource-efficient, productive, climate-friendly and resilient EU agricultural sector.

Research for the AGRI Committee - The Consequences of Climate Change for EU Agriculture: Follow-Up to the COP21 UN Paris Climate Change Conference

This report reviews and discusses the implications for the agriculture sector of the COP21 UN Paris climate change conference and the recent EU climate policy proposals for 2030. It looks specifically at the role that the Common Agricultural Policy (CAP) plays in supporting climate action within the agriculture sector and considers how the CAP might evolve post 2020 to support the agricultural sector in reducing GHG emissions and adapting to climate change.

This study reviews the additional trade costs that might arise and how they might be avoided under alternative future trade arrangements. The role of a transitional period in order to avoid a ‘cliff-edge’ for trade is examined. Options under the Common Agricultural Policy to address the negative consequences of Brexit for agricultural markets are discussed.

European farmers fulfil a vital role in providing safe and affordable food to nearly 500 million European citizens, and maintaining their countries' landscapes. However, the farming population is ageing and generational renewal has become a crucial issue. The farming sector needs to attract a new generation of farmers with the necessary skills to live and work in a challenging context. They will have to produce more efficiently while protecting the environment; contribute to the fight against climate change; meet society's demands regarding healthy and balanced diets; and keep up with increasingly rapid scientific and technological progress. It is therefore essential that farmers benefit from adequate agricultural education and training and acquire the various skills needed to adapt to a changing environment. On average, only 8.5 % of the present generation of European farmers have received full agricultural training, and 70 % have only practical experience. Initial training is a national competence and agricultural education systems vary widely throughout the EU. They provide the path to a wide range of careers in agriculture and forestry and deliver degrees in a number of disciplines, from diploma courses with a vocational orientation to bachelor degrees or doctorates in applied sciences. The current common agricultural policy places strong emphasis on knowledge sharing and innovation. It provides for specific measures to help farmers access advice and training throughout their working lives. Support is also provided for innovation via the European innovation partnership network for agricultural productivity and sustainability (EIP-Agri). In several recent resolutions, the European Parliament has stressed the importance of education and training for farmers, in particular as a way to foster their ability to work in an ever-evolving sector.
