This European Implementation Assessment aims to provide briefing for the Committee on Legal Affairs (JURI) ahead of the publication of the Commission's legislative proposals concerning the modernisation of the EU copyright framework, which are expected towards the end of 2015. The specific objective is to help JURI Members achieve a better understanding of the actual gaps and weaknesses in the existing EU copyright framework.This European Implementation Assessment is divided into: an introduction presenting an overall analysis and summary of findings, an Ex-Post Impact Assessment study, and three EU Added Value briefing papers, which are included as annexes.

Creative Europe, which brings together under one roof three different culture and media-related programmes from the previous 2007-13 funding period, is designed to support the activities of the cultural and audiovisual sectors in participating countries, and generate synergies between the two sectors. Its €1.46 billion budget represents a 9% increase on the total spent in the various sub-programmes in 2007-13. Of this envelope, 31% is earmarked for culture, 56% for media and 13% for the cross-sectoral strand, including a Guarantee Facility to be launched in 2016.

Juurdepääsu avalik-õiguslikud ja ärimudelid digitaalajastul

Käesolevas aruandes antakse ülevaade laiemale avalikkusele infosisu edastamise viisi praeguse olukorra ja võimaliku arengu kohta Euroopas, sealhulgas avaliku sektori ja kommertspakkujate kogemustest. Tuvastatud probleemide ja nende põhjuste alusel antakse mitmeid soovitusi, kuidas lahendada digitaalajastu probleeme seoses juurdepääsuga infosisule Euroopas.

Käesolevas aruandes antakse ülevaade laiemale avalikkusele infosisu edastamise viisi praeguse olukorra ja võimaliku arengu kohta Euroopas, sealhulgas avaliku sektori ja kommertspakkujate kogemustest. Tuvastatud probleemide ja nende põhjuste alusel antakse mitmeid soovitusi, kuidas lahendada digitaalajastu probleeme seoses juurdepääsuga infosisule Euroopas.

This briefing note provides a contribution to the "Workshop on Copyright - Tackling orphan works and improving access to works for visually impaired persons", which took place at the Legal Affairs Committee's meeting on 10 November 2009. Organisations representing Visually Impaired Persons and publishers have a long standing tradition of working together to improve access to the written word for people suffering a visual impairment. Within the legal framework set by the European legislation, stakeholders undertake initiatives that take advantage of the developments in ICT but have also to face their challenges. Against the background of aiming to mainstream accessibility within content creation and production processes, solutions are provided as access through technology and through trusted intermediaries.
