Stakeholder views do not appear to be fully reflected in the report and it is unclear how they fed into the IA. A more thorough integration of the recommendations of the Regulatory Scrutiny Board, which appear to be only partially addressed, would have benefited the quality if the IA.

The current EU approval system for medical devices (MDs) and in vitro diagnostic medical devices (IVDs) is based on conformity assessment by 'notified bodies'. A number of scandals stressed the need to tighten the regulatory framework for such devices. The European Commission's proposals for regulations on MDs and IVDs, being discussed in parallel, are extensive and will repeal all existing rules. Votes in Parliament at second reading are expected during the April I plenary.

One dimension of the EU common fisheries policy consists of managing the European fishing fleet and its overall fishing capacity. Rules on the conservation of fisheries resources may vary depending on the features of fishing vessels. During its April I plenary, the Parliament is expected to vote at first reading on a proposal to recast the rules regarding technical characteristics of fishing vessels.

The European Commission presented a pair of proposals for regulations in September 2012, to update the framework. Following Parliament's first readings in April 2014, the Council agreed its positions in October 2015. Medical devices and in vitro diagnostic medical devices cover a wide array of products. The EU legal framework for such devices was harmonised in the 1990s. The European Commission presented a pair of proposals for regulations in September 2012, to update the framework. Following Parliament's first readings in April 2014, the Council agreed its positions in October 2015. At the conclusion of the trilogue meetings, agreement was reached on both proposals on 25 May 2016. This was endorsed by the Council's Permanent Representatives Committee on 15 June and confirmed by Parliament's ENVI Committee on the same day. Political agreement in the Council was reached in September. Both drafts are now undergoing legal-linguistic revision. The formal first reading of the Council is expected early this year, followed by final approval, at second reading, by Parliament. This updates a previous edition, from June 2016: PE 583.812.

Despite improvements in recent decades, air pollution in Europe remains a concern. In September 2014, the Commission put forward a proposal to review the type-approval and emission limits for 'non-road mobile machinery', covering a variety of machines powered by combustion engines which contribute to air pollution in the European Union. First reading negotiations with the Council have delivered a compromise which now awaits a vote in plenary.

Research for TRAN Committee - The Impact of Higher or Lower Weight and Volume of Cars on Road Safety, Particularly for Vulnerable Users

The study provides an in-depth analysis of necessary technological changes, in order to improve the impact of higher or lower weight and volume of cars on road safety, particularly for, but not limited to vulnerable users. The analysis found that there are many vehicle based safety technologies that offer promise and further work should be undertaken to assess if future European type-approval regulation would be appropriate and proportional. Recommendations of technologies to consider are given.

Alternative Solutions for Driftnet Fisheries

The principal environmental impact of driftnets is related to the bycatch of non-target species. In general driftnets have a high degree of size selectivity and can efficiently be regulated by mesh size. Few alternative fishing methods are available to catch the species targeted by driftnets, and the impact for some of these gears is controversial. Solutions are proposed to mitigate the environmental impact of driftnet fisheries by alternative fishing gears and improvement of selectivity.
