Currently there are 36 of them and they have been operating under very diverse conditions. This study provides an overview of the different decentralised EU agencies according to a number of criteria; including their functions, legal bases, sources of financing, respective roles of Parliament, Council, Commission and Member States, stakeholder involvement and transparency. It particularly examines how the parliamentary scrutiny over decentralised agencies is ensured and suggests possible improvements to those mechanisms in order to reach a more coherent, efficient and transparent institutional set up for the parliamentary scrutiny over agencies’ activities.

The European Parliament's application of scrutiny prerogatives of political oversight of the European Commission increases the democratic legitimacy of the European Union, and the transparency and accountability of the European executive. The study examines the status quo of the European Parliament's powers of scrutiny of the European Commission. The cases examined pertain mainly to electoral and institutional issues, motions of censure, parliamentary questions, inquiry committees and special parliamentary committees and reporting, consultation and provision of information. It also touches upon scrutiny in budgetary issues, scrutiny of delegated acts, scrutiny in the legislative procedure, legal proceedings and the EU's external relations.

The last general and extensive overhaul of the European Parliament’s Rules of Procedure, which entered into force as of 16 January 2017, was intended to bring more transparency and efficiency to parliamentary work. Among the numerous modifications, may be noted the increased attention to the conduct of Members, the streamlining of the types of thresholds for procedural requests, the increased transparency surrounding the decision to begin negotiations during the various stages of the legislative procedure, the abolition of written declarations and the modification of the maximum number of questions for written answer allowed. These and further modifications required to adapt to the 2016 Interinstititional Agreement on Better Law-making were introduced to bring clarity, incorporate existing practices and correct redundancies or inconsistencies.

This study provides an overview of review clauses (reviews, evaluations, implementation reports) contained in EU legislation during the sixth, seventh and the current, eighth parliamentary term. Drawing on information publicly available across several sources, it provides in a single, comprehensive repository an analytical overview of acts that contain a review clause. The study puts a special focus on (and the analysis of) review clauses in EU legislative acts adopted during the current parliamentary term (with a total of 147 legislative acts with a review clause adopted through the ordinary legislative procedure up until end of December 2017).

Lissabonin sopimuksessa vapauden, turvallisuuden ja oikeuden alueen toteuttamista korostetaan entistä enemmän. Sopimus on tuonut mukanaan monia tärkeitä uudistuksia. Entisen pilarirakenteen poistuttua alan päätöksenteko on entistä tehokkaampaa ja demokraattisempaa. Euroopan unionin tuomioistuimen valtuudet ovat laajentuneet, ja kansalliset parlamentit ovat saaneet uuden roolin. Perusoikeuksia on vahvistettu tekemällä Euroopan unionin perusoikeuskirjasta unionia oikeudellisesti sitova.

The aim of the workshop was to provide an overview of the EU arms export control system as well as options for improvement. The main speaker, Dr Sibylle Bauer, Director of the Dual-Use and Arms Trade Control Programme at the Stockholm International Peace Research Institute (SIPRI), provided a brief overview of the main elements of the EU Common Position 2008/944/CFSP and then focused on aspects related to strengthening implementation of the eight criteria of the Common Position, the enhancement of compliance with the reporting obligation by Member States, possible ways to increase the transparency and public scrutiny of the export control framework and the development of the EU’s institutional framework in this context. Her presentation was followed by a debate involving members of the Security and Defence Committee of the European Parliament, the outcome of which may feed into the EP Annual Report on Arms Export.

This check-list presents a comprehensive overview of ‘review clauses’, that is to say, review, evaluation and reporting provisions contained in recent EU legislative acts and programmes. It is produced by the Policy Cycle Unit of the European Parliamentary Research Service (EPRS), the EP's in-house research service and think- tank, with a view to supporting parliamentary committees in monitoring the evaluation of EU law, policies and programmes, thus feeding the ex-post analysis into the ex-ante phase of the policy cycle. The European Parliament is strongly committed to the concept of better law-making, and particularly to the effective use of ex-ante impact assessment and ex-post evaluation throughout the whole legislative cycle. It is in this spirit that Parliament shows a particular interest in following the transposition, implementation and enforcement of EU law and EU programmes and, more generally, monitoring the impact, operation, effectiveness and delivery of policy and programmes in practice.
