Yhtenäistä eurooppalaista ilmatilaa koskevan aloitteen tarkoituksena on tehostaa ilmaliikenteen hallintaa ja lennonvarmistuspalveluja vähentämällä Euroopan ilmatilan pirstoutuneisuutta. Hanke on jatkuva ja luonteeltaan yleiseurooppalainen, ja siihen voivat osallistua myös unionin naapurivaltiot.

Research for TRAN Committee - Airport Slots and Aircraft Size at EU Airports

Congestion at major EU airports has led to a system of take-off and landings permits called ‘slots’. Airlines are allocated slots according to their previous use, through the ‘Grandfather Rights’ rule. This note shows that while this system impacts negatively on aircraft size, through phenomena known as ‘slot hoarding’ and ‘slot babysitting’, this impact is mitigated by the increase in traffic which brings about operation of larger aircraft.

Research for TRAN Committee - Status Report on the Deployment of SESAR

This report captures the status of deployment of SESAR through the Pilot Common Project (PCP) in terms of state of play, costs and timeliness. It is concluded that the PCP implementation is on time and underpinned by a credible management structure. The expenditure to date through the Connecting Europe Facility (CEF) mechanism is EUR 325.4 million, out of EUR 3 billion planned for 2014-2020. However, as the PCP implementation is at an early stage, the benefits are still to be quantified.

Building on the achievements of the internal market and the need to cope with growth in air transport and congestion, the European Commission launched the Single European Sky (SES) initiative in 1999. Its core objective is to reform the architecture of air traffic control in the EU in order to meet future capacity and safety needs, through improving the overall performance of air traffic management and air navigation services. Two SES packages have been adopted: SES I, which set the principal legal framework, and SES II, which aimed at tackling substantial air traffic growth, increasing safety, reducing costs and delays and the impact of air traffic on the environment. Nonetheless, European airspace remains heavily fragmented and SES is experiencing significant delays, in particular in terms of achievement of its performance goals and deployment of its basic elements such as 'functional airspace blocks'. In order to speed up its implementation, the Commission undertook a review of the SES legal framework, and in June 2013 presented an SES2+ package. While airline associations welcomed the initiative, trade unions have been much more critical on certain provisions. The European Parliament, which has underlined the need to push ahead with SES implementation, adopted its first reading position on the SES2+ package in March 2014. In December 2014, the outcome of the Transport Council somewhat reduced the ambitions of the Commission's initial objectives. However, progress on SES2+ remains blocked over the disputed question of its application to Gibraltar airport. The adoption of the package still requires the approval of both the Council and the European Parliament.

At issue is the control of small, uninhabited islands in the East China Sea, known by the Japanese as the Senkaku Islands and by the Chinese as the Diaoyu Islands. In recent years China has radically changed its approach, moving from the relatively moderate and reasonable attitude to world affairs it had adopted for decades to a very assertive foreign policy aimed at, inter alia, bolstering its military and political role in Asia and securing key strategic positions off its coastline. China has unilaterally attempted to modify the status quo in the region to conform to an old vision of Asia, in which Imperial China played a hegemonic role. With increasing frequency, China’s Communist Party has played the ‘nationalism’ card to bolster its domestic legitimacy. For its part, Japan appears unready to accept the Chinese claim over the desolate, barren archipelago, and has refused even to acknowledge the dispute’s existence. The quarrel has resuscitated nationalist sentiments in an otherwise pacifist Japan, even leading to a revision of the constitution to allow the Japanese armed forces to assist allies, and to an expansion of the country’s military cooperation with the US.

This note seeks to provide an initial analysis of the strengths and weaknesses of the European Commission's Impact Assessment (IA) accompanying its proposal for a Regulation of the European Parliament and of the Council amending Regulation (EC) No 261/2004 establishing common rules on compensation and assistance to passengers in the event of denied boarding and of cancellation or long delays of flights, and Regulation (EC) No 2027/97 on air carrier liability in respect of the carriage of passengers ...

This note seeks to provide an initial analysis of the strengths and weaknesses of the European Commission's Impact Assessment (IA) accompanying its proposal for a Regulation of the European Parliament and of the Council amending Regulation (EC) No 261/2004 establishing common rules on compensation and assistance to passengers in the event of denied boarding and of cancellation or long delays of flights, and Regulation (EC) No 2027/97 on air carrier liability in respect of the carriage of passengers and their baggage by air (COM (2013) 130), submitted on 13 March 2013. It analyses whether the principal criteria laid down in the Commission’s own Impact Assessment Guidelines, as well as additional factors identified by the Parliament in its Impact Assessment Handbook, appear to be met by the IA. It does not attempt to deal with the substance of the proposal.
