Horizon Europe: Framework programme for research and innovation 2021–2027

In June 2018, the European Commission proposed a total budget allocation of €100 billion to finance science, research and innovation projects during the 2021-2027 period, of which the vast majority, €94.1 billion in current prices, would be allocated to the Horizon Europe framework programme. The main aims are to strengthen science and technology, to foster industrial competiveness, and to implement the sustainable development goals in the EU. Horizon Europe would introduce new features such as the European Innovation Council, missions to promote research results, and new forms of partnerships. Horizon Europe also aims at reducing administrative burdens and promoting the concept of open science. More operational synergies are expected through better linkage with other EU programmes, such as cohesion policy (e.g. the European Social Fund), the new Digital Europe programme, and the new European Defence Fund. In March 2019, after several trilogue meetings, Parliament and Council reached a partial agreement. This agreement covers the content, but not, among other things, the budgetary issues, which will be discussed following the negotiations on the EU’s 2021-2027 long-term budget. Second edition. In June 2018, the European Commission proposed a total budget allocation of €100 billion to finance science, research and innovation projects during the 2021-2027 period, of which the vast majority, €94.1 billion in current prices, would be allocated to the Horizon Europe framework programme. The main aims are to strengthen science and technology, to foster industrial competiveness, and to implement the sustainable development goals in the EU. Horizon Europe would introduce new features such as the European Innovation Council, missions to promote research results, and new forms of partnerships. While the proposal for the framework programme sets out the general and specific objective of Horizon Europe as well as the structure and the broad lines of the activities to be carried out, the specific programme aims to define the operational objectives and activities, especially for missions, the European Research Council, the European Innovation Council, work programmes, and the committee procedure. In April 2019, after several trilogue meetings, Parliament and Council reached a partial agreement, covering the specific programme’s content. It does not however address budgetary issues, pending negotiations on the EU’s overall 2021-2027 long-term budget. Parliament thus adopted its first-reading position on 17 April 2019, and it is expected that further trilogue negotiations will take place in the new term.

Competition and consumer protection in the single market are often undermined by price discrimination based on residency. While many market players do not cooperate with the Commission, for instance not disclosing their pricing structure, Member States often do not have the means or the tools to collect and deliver the required information to the Commission. The SMIT proposal would provide the Commission with powers such as to request business-related information (e.g. cost structure or product volumes sold), and to address market failures in a more efficient way. The SMIT, however, has raised some criticism in the Council and EP, inter alia, because of the Commission’s choice of the legal basis for the proposal. Parliament’s Legal Service stated in an opinion that the correct legal basis for the Commission proposal is Article 337 TFEU: a legal basis which gives no legislative role for the EP. On 12 July 2018, the IMCO committee adopted a report which would amend the proposal’s legal basis. The JURI committee subsequently adopted an opinion stating that the Commission proposal goes beyond the powers available under the proposed revised legal basis. The report was initially due to be voted in plenary in October 2018, but was taken off the agenda. As the parliamentary term has concluded, the report has now lapsed. Third edition. European research area (ERA) – Regional and cross-border perspectives

The ERA is a coordination system for national research infrastructures, and itself constitutes an infrastructure designed to create a single market for science. The main implementing instrument for the ERA is the European Union (EU) framework programme for research and innovation (R&I), currently Horizon 2020, alongside national roadmaps for implementing the common priorities. While the ERA offers a way to improve joint programming for research and innovation activities, interaction between research infrastructures, the use of public-public partnerships between Member States, the application of smart specialisation strategies (S3) and the mobility of researchers, challenges still remain. The Horizon 2020 focus on excellence as the main criterion for receiving funding – a requirement designed to cement the EU's reputation in science and its global competitiveness – has led to a concentration of funding as well as R&I capacities in some countries and regions, while increasing the (innovation) gap between EU-15 and EU-13 countries. Other main challenges include the absence of a clear, shared definition of the ERA concept, the multiplication of instruments, and the non-use of binding legislation for ERA implementation. One way to improve the ERA and to broaden participation and cohesion without undermining the criterion of excellence might be to enhance the interoperability between funding and programmes and to continue working on making the EU state aid rules more R&I-friendly.

Cooperatives: Characteristics, activities, status, challenges

International organisations, such as the United Nations and the European Union (EU), value the role cooperatives play for society, the economy and (international) development. Cooperatives are autonomous associations of people aspiring to achieve their objectives through a jointly owned and democratically controlled enterprise. International organisations, such as the United Nations and the European Union (EU), value the role cooperatives play for society, the economy and (international) development. There are 3 million cooperatives worldwide; together, they provide employment for 280 million people, equating to 10 % of the world's employed population. The 300 largest cooperatives and mutuals in the world had a total turnover of US$2.018 trillion in 2016. In the EU there are some 131 000 cooperatives, with more than 4.3 million employees and an annual turnover of €992 billion. While cooperatives have grown in importance for the (social) economy over the past four decades, they face both long-standing and new challenges, resulting from globalisation or the presence of myriad national laws, but also from organisational and governance issues. Cooperatives have become more product-based and less region-based (in terms of member representation). In addition, cross-border-oriented cooperatives and producer organisations often experience legal uncertainty because of the absence or inconsistent application of international legislation. Policy- and law-makers are currently discussing a number of initiatives aimed at creating a level playing field for cooperatives, both in the EU and globally, that would allow them to compete with investor-oriented firms without giving up their social and cultural orientation. An enabling European legal framework could provide transversal recognition of the cooperative business model across the different sectors of the economy. While small and emerging cooperatives need more targeted funding, and assistance with capacity-building and organisational aspects, larger cooperatives require more EU and national-level support in order to achieve their aims in terms of professionalisation.

Since 2003, national competition authorities (NCAs) have boosted the enforcement of EU competition and antitrust rules significantly. However, each year losses of €181-320 billion accrue because of undiscovered cartels, which increase prices by between 17 % and 30 % on average. In March 2017, the Commission proposed a new directive to ensure that all NCAs have effective investigation and decision-making tools, could impose deterrent fines, and have well-designed leniency programmes and enough resources ...

Since 2003, national competition authorities (NCAs) have boosted the enforcement of EU competition and antitrust rules significantly. However, each year losses of €181-320 billion accrue because of undiscovered cartels, which increase prices by between 17 % and 30 % on average. In March 2017, the Commission proposed a new directive to ensure that all NCAs have effective investigation and decision-making tools, could impose deterrent fines, and have well-designed leniency programmes and enough resources to enforce EU competition rules independently. On 30 May 2018, Parliament and Council reached an agreement on the proposal in trilogue. It increases the independence, resources and powers of NCAs and envisages more harmonisation of the national leniency programmes and reduced burdens on undertakings. Parliament adopted the text on 14 November 2018, the final act was signed on 11 December 2018. Third edition. The financial technology (fintech) sector encompasses firms that use technology-based systems either to provide financial services and products directly, or to make the financial system more efficient. Fintech is a rapidly growing sector: in the first half of 2018, investment in fintech companies in Europe alone reached US$26 billion. The fintech sector brings rewards including innovation and job creation, but also challenges, such as data and consumer protection issues, and the risk of exacerbating financial volatility or cybercrime. To tackle these multi-disciplinary challenges, policy- and lawmakers in the European Union (EU) have adopted and announced several initiatives, for instance on intra-EU payment services, data protection, crowdfunding and regulatory sandboxes. This briefing outlines current and upcoming fintech-related laws at EU level. It follows on from a March 2017 EPRS briefing that focused, inter alia, on the evolution, scope and economic prospects of fintech.

Body of European Regulators for Electronic Communications (BEREC)

On 14 September 2016, the European Commission proposed an updated regulation on the Body of European Regulators of Electronic Communications (BEREC). The proposal aims at transforming BEREC into a fully fledged agency. The Commission proposes allocating new tasks to BEREC and granting it legally binding powers. New tasks include providing guidelines for national regulatory authorities (NRAs) on geographical surveys, developing common approaches to meet end-user interests, and also developing common approaches to deliver peer-reviewed opinions on draft national measures (e.g. radio spectrum assignments) and on cross-border disputes. In June 2018, Parliament and Council found a compromise in trilogue. The BEREC office will have legal personality, but not BEREC itself, which remains a body of NRAs. Parliament and Council also agreed on giving new tasks to BEREC and on moving from simple majority to two-thirds majority for key decisions of the Board of Regulators and of the Management Board. The final act was signed on 10 December 2018, and entered into force on 20 December 2018. Fourth edition. D’après la Commission européenne, l’existence d’un nom de domaine spécifique pour l’Union européenne portant une dénomination claire et reconnaissable est un élément important et crucial pour l’identité de l’Union en ligne. La Commission a adopté une proposition visant à garantir que le cadre juridique relatif au TLD .eu sert toujours le but et les valeurs visés, et est adapté aux perspectives ...

Le TLD .eu est le nom de domaine de l’Union européenne, ainsi que de ses citoyens, et est utilisé depuis 2005. D’après la Commission européenne, l’existence d’un nom de domaine spécifique pour l’Union européenne portant une dénomination claire et reconnaissable est un élément important et crucial pour l’identité de l’Union en ligne. La Commission a adopté une proposition visant à garantir que le cadre juridique relatif au TLD .eu sert toujours le but et les valeurs visés, et est adapté aux perspectives futures. Le Parlement et le Conseil ont négocié et trouvé un accord sur cette proposition, qui devrait être votée en première lecture par le Parlement lors de la session plénière de janvier II.
