Alors que des efforts considérables ont manifestement été déployés pour élaborer ce rapport et présenter les informations de manière transparente, la longueur et le niveau de détail du document ne favorisent pas toujours une analyse claire de la définition du problème et une explication précise de la méthode utilisée. Bien que la Commission ait procédé à une large consultation sur la question de l'accessibilité et eu recours à des compétences externes, les données utilisées semblent relativement anciennes. En outre, les points de vue des citoyens handicapés, qui sont censés être les principaux bénéficiaires finals de la proposition, ne sont pas exposés de manière explicite et auraient peut-être pu être mieux pris en considération tout au long de l'analyse d'impact. Il aurait été intéressant de réaliser une étude plus détaillée des aspects sociaux afin de contrebalancer l'analyse largement économique, en dépit de l'importante dimension "marché intérieur" de la proposition.

This note seeks to provide an initial analysis of the strengths and weaknesses of the European Commission's Impact Assessment accompanying the Commission proposal for a Directive on single-member private limited liability companies. The context of the initiative is well presented. Efforts have been made to substantiate the problems identified and the various options considered are clearly described. Research and consultation appears to have been wide-ranging, although a breakdown of stakeholder views on each option would have been useful. The scope of the IA could have been broader, however. In particular, a more quantified and targeted cost-benefit analysis, especially with regard to costs for Member States and SMEs, and more data on how efficient different Member State measures have been in ensuring the smooth functioning of similar systems, would have strengthened the arguments. More specific evidence would also have been helpful with regard to the potential uptake of this initiative by the beneficiaries targeted.

This note seeks to provide an initial analysis of the strengths and weaknesses of the European Commission's Impact Assessment (IA) accompanying the proposal on the aid scheme for the supply of fruit and vegetables, bananas and milk in the educational establishments. Overall, the IA appears to be well documented and researched. However, potential downsides to the various options could have been more fully examined and stakeholder positions and concerns more adequately presented and taken into consideration. More generally, the conclusion that there is a necessity to act now, before the changes brought by the CAP 2020 agreement are implemented and evaluated, would have benefited from further explanation and evidence. This note, prepared by the Ex-Ante Impact Assessment Unit for the Committee on Agriculture of the European Parliament, analyses whether the principal criteria laid down in the Commission’s own Impact Assessment Guidelines, as well as additional factors identified by the Parliament in its Impact Assessment Handbook, appear to be met by the IA.

La présente note vise à établir une première évaluation des points forts et des points faibles de l'analyse d'impact de la Commission accompagnant la proposition de la Commission en vue d'un règlement du Parlement européen et du Conseil relatif au code des visas de l'Union. Les problèmes à régler sont expliqués de manière très claire, tout comme l'est la présentation des options. L'existence d'incertitudes est admise et des efforts considérables ont été déployés pour étayer l'analyse d'impact au moyen d'éléments concrets, bien que cela se soit avéré difficile pour des raisons dûment expliquées. Cependant, les préoccupations des États membres concernant les questions de sécurité liées à la délivrance obligatoire de visas à entrées multiples assortis d'une longue durée de validité ou la nouvelle autorisation "d'itinérance" auraient pu être mieux expliquées. De plus, le fait que la proposition à l'étude prévoit un délai réduit pour l'examen des demandes semble surprenant, étant donné que l'analyse d'impact suggère que cette réduction ne constituerait pas une solution efficace. Enfin, mis à part le fait que l'analyse d'impact elle-même n'envisage pas la création de deux instruments juridiques distincts, il est difficile de comprendre pourquoi l'analyse d'impact n'a pas été présentée avec les deux propositions réunies dans un seul train de mesures, étant donné qu'elle couvre la question des visas dans son ensemble.

This note seeks to provide an initial analysis of the strengths and weaknesses of the European Commission's Impact Assessment (IA) accompanying the Commission proposal for a Decision on establishing a European Platform to enhance cooperation in the prevention and deterrence of undeclared work. Overall, the impression is that the Initial Appraisal did not benefit from a sufficiently thorough assessment and analysis, in particular as regards the options and their impacts. A more detailed and developed evidence base would have been helpful in contributing to a better understanding of the scale of the problem, in particular with regard to its cross-border dimension, and of the added value of cross-border mandatory cooperation between Member States in tackling undeclared work.
