En 2014, 1 649 irrégularités impliquant des fonds européens d'un montant de 538 millions d'euros ont été signalées comme frauduleuses par les États membres de l'Union européenne (cas de fraude présumée et établie). L'incidence financière globale sur le budget de l'Union a augmenté de 36 % par rapport à 2013.

To fight illicit trade in tobacco products, the European Union and its Member States currently have agreements with the four largest tobacco manufacturers. The European Commission has now proposed that the EU join a new international agreement in this field. The topic is due to be discussed with the Commission during the May I plenary session.

On 22 January 2014, a half-day workshop on "Cigarette Smuggling" has been organised by the Policy Department for Budgetary Affairs at the request of the Committee on Budgetary Control. Experts from academia and NGOs working in the field were invited to exchange views and experiences on how to tackle the problem of cigarette smuggling. This report summarises the presentations and discussions at the Workshop on electronic cigarettes, held on 7 May 2013 at the European Parliament. The aims of the workshop were to exchange information on how different jurisdictions deal with the regulation of the electronic cigarette and to be informed on the status of the scientific evidence concerning long-term health effects. The workshop was hosted by MEP Linda McAvan (S&D, UK), ENVI Committee, Rapporteur on Tobacco Products Directive.

Electronic cigarettes (e-cigarettes) work by vaporising nicotine liquid. They are aimed at people who do not want to smoke tobacco but cannot or do not want to overcome their nicotine addiction. They are mostly produced in China, and marketed in Europe by small and medium-sized firms. The market is growing rapidly.

Tobacco-related diseases kill around 700 000 Europeans per year. In order to make tobacco products less attractive to young people, the Commission proposed in December 2012 a revision of the Tobacco Products Directive which would ban additives, flavours and slim cigarettes, require large pictorial health warnings, and regulate smokeless products, novel tobacco products and electronic cigarettes. The European Parliament's Environment Committee appointed Linda McAvan (S&D, UK) as rapporteur.
