Multiannual plan for fisheries in the Western Waters

The European Parliament and Council adopted a new multiannual plan for management of fisheries in the Western Waters, an area of the north-east Atlantic along the western coast of the EU. The plan covers fisheries exploiting stocks of fish and crustaceans living close to the sea bottom (i.e. 'demersal fisheries'), including several deep-sea stocks. It aims to ensure that these stocks are exploited sustainably and that their management is based on the most up-to-date scientific information. The fishing fleet concerned mainly includes vessels from Belgium, Germany, France, Ireland, Spain, Portugal and the United Kingdom. The new plan follows the pattern set by the 2018 North Sea multiannual plan. It allows a certain flexibility in setting fishing opportunities, by defining ranges of fishing mortality based on the best available scientific advice, and introduces safeguard measures to restore stocks when they fall below safe biological limits. The quantified values for fishing mortality or biomass levels are provided by the latest scientific advice available, and directly used by the Council when fixing fishing opportunities. Of particular importance in the eventuality of Brexit, the plan covers British waters off the western and southern UK coast, setting the stage for future fisheries cooperation in the area. During the April I session, Parliament is due to vote on giving formal approval to a multiannual plan for the western Mediterranean fisheries exploiting several stocks of fish and crustaceans living close to the sea bottom (i.e. 'demersal fisheries'). During the April I session, Parliament is due to vote on giving formal approval to a multiannual plan for the western Mediterranean fisheries exploiting several stocks of fish and crustaceans living close to the sea bottom (i.e. 'demersal fisheries'). Most of these stocks have long been overfished and are now in an alarming state. The proposed plan aims to reverse this trend and ensure that fishing activities are environmentally sustainable, and capable of securing economic and social benefits. The plan concerns fishing fleets from Italy, Spain and France, totalling almost 10 900 vessels. The new regulation will introduce a fishing-effort regime for all trawlers operating in the region, under which the Council will set each year, on the basis of scientific advice, the maximum number of fishing days for each fleet category by Member State. In addition, the plan will restrict trawlers from operating in waters shallower than 100 m located within 6 nautical miles of the coast, for three months per year, to reserve the coastal zone for more selective fishing gear. The plan will also establish regional cooperation among the Member States concerned, with a view to developing provisions on the obligation to land all catches and on the conservation of resources through technical measures.

The supporting Impact Assessment (IA) did not provide enough details on the socio-economic impacts of the plan in the countries affected by the proposal. The complementary IA aims to assess and quantify (when possible) the potential impacts on fishing companies (all SMEs) and ancillary activities (in the short, medium and long-term) of several of the specific MAP provisions.

Research for PECH Committee - Implementation and impact of key European Maritime and Fisheries Fund measures (EMFF) on the Common Fisheries Policy, and the post-2020 EMFF proposal

This Report is a research on the current performance of the shared management component of the European Maritime and Fisheries Fund (EMFF) and its impact on the Common Fisheries Policy. Based on quantitative data collection as well as on interviews with Managing Authorities of Member States and stakeholders, the Report also analyses the legislative proposal for the post-2020 EMFF and seeks to support the Members of the PECH Committee of the EU Parliament in their consideration.

Revision of the Fisheries Control System

The Commission is proposing a revision of the Fisheries Control System to enhance its effectiveness and efficiency by adapting it to the prevailing legal situation and to current technological possibilities in the field of fisheries control. This initial appraisal of the Commission’s impact assessment accompanying the proposal views the impact assessment as a well-balanced, comprehensive and transparent analysis based on sound data and research which makes a persuasive case for the proposal.

Multi-annual plan for western Mediterranean demersal fisheries

The development of a multiannual plan as the preferred policy choice seems rather pre-determined, as such plans are a priority measure for the sustainable management of fish stocks under the current CFP. The description of the impacts of the options provides certain quantitative data. However, not enough details are given in the impact assessment on the financial impacts on the fishermen and the fleets, including broken-down information per country, or on ancillary jobs, such as servicing the vessels ...

The development of a multiannual plan as the preferred policy choice seems rather pre-determined, as such plans are a priority measure for the sustainable management of fish stocks under the current CFP. The description of the impacts of the options provides certain quantitative data. However, not enough details are given in the impact assessment on the financial impacts on the fishermen and the fleets, including broken-down information per country, or on ancillary jobs, such as servicing the vessels or sale of fish. The Regulatory Scrutiny Board also criticises the impact assessment for the lack of a dedicated territorial impact assessment. A more detailed and thorough analysis of the impacts on SMEs would have benefited the analysis, as the majority of the fishing sector in the fishing areas covered by this proposal is SMEs.

La conclusion d’un nouveau protocole lié à l’accord de l’Union avec Maurice dans le domaine de la pêche requiert l’approbation du Parlement européen. Le protocole, qui permet aux pêcheurs de l’Union de pêcher dans les eaux mauriciennes et fixe les possibilités de pêche à la disposition de la flotte de l’Union, ainsi que la contribution financière de l’Union, fera l’objet d’un vote en plénière lors de la session du mois d’avril.

Le nouveau cadre est censé simplifier l’application des mesures techniques et permettre leur ajustement aux particularités régionales.

Since the end of 2014, consumers in the European Union (EU) have had access to better information when buying fishery and aquaculture products. Mandatory labels or markings for retail sale of seafood (including some types of processed seafood) must, in particular, include information on both the commercial and the scientific names of the species, whether it has been fished or farmed, the catch area or country of production, and the fishing gear used.

South Pacific fisheries management measures: Transposition into EU law

The European Union is a contracting party to the South Pacific Regional Fisheries Management Organisation (SPRFMO), and therefore the binding conservation and management measures adopted by this organisation must be enacted into EU law. The European Parliament is currently considering the Commission's proposal on the first transposition of SPRFMO measures.
