Two years until the 2019 European elections: Special Eurobarometer of the European Parliament

This Special Eurobarometer survey, conducted for the European Parliament at the mid-point of the 2014-2019 parliamentary term, focuses on Europeans’ attitudes two years before the European elections of May/June 2019. The fieldwork for this Eurobarometer survey of the European Parliament was carried out between 18 and 27 March 2017. The survey was conducted by Kantar Public through face-to-face meetings with 27 901 EU citizens in the 28 Member States.

The current edition of 20 January 2017 is the fourth update of the Review of European and National Elections; first published in November 2014. The first focused on the results of the European elections of May 2014, featured a historical report on the 35 years of direct elections to the European Parliament since 1979, and presented various national election results. This mid-term edition includes the three previous updates (as of 24 July 2015, 4 February 2016, and 15 July 2016) on both the composition of the EP and national elections.

Major changes in European public opinion regarding the EU

This exploratory study on major changes in European public opinion (updated in November 2016) was carried out on the basis of the Eurobaroeter surveys carried out between 1973 and 2016. The following aspects were studied: changes in European public opinion regarding the European Union and its institutions; democracy in the European Union; the economy of the European Union; the lives of Europeans; immigration.

This exploratory study on major changes in European public opinion (updated in November 2016) was carried out on the basis of the Eurobaroeter surveys carried out between 1973 and 2016. This document provides a third update of the Review of European and National Elections, published in November 2014 by the Public Opinion Monitoring Unit of DG Communication. The Review was dedicated to the results of the European elections of May 2014 and to the history of 35 years of direct elections to the European Parliament since 1979, as well as to the different national elections. This latest edition addresses the changes in the European Parliament since the second update, published in February 2016. The reader will also find the results of the elections held in Member States until July 2016: four legislative elections (ES, IE, CY, and SK) and one direct presidential election (AT).

Europeans in 2016: Socio-demographic focus on their expectations

The Special Eurobarometer of the European Parliament EP EB85.1 was conducted in the 28 Member States of the European Union, from 9 to 18 April 2016, by TNS opinion. This socio-demographic focus study aims to present a national socio-demographic breakdown for some of the key findings of the survey: the fact that what brings the citizens of the different EU Member States together is more important than what separates them, and the expectations Europeans have regarding the EU’s action.

The Special Eurobarometer of the European Parliament EP EB85.1 was conducted in the 28 Member States of the European Union, from 9 to 18 April 2016, by TNS opinion. This desk research focusses on the major shifts in European public opinion towards the European Union since 1973, when Eurobarometer was created by Jacques-René Rabier. The results are presented in a timeline and illustrate the evolution of citizens' opinion in the key phases the Union's institutional, political, economic and social development. The main findings on the evolution of public opinion in the last 40 years - from 1973 to 2014 - show that it has gone up and down, notably in response to financial, economic and social crises. The major institutional and political staging-posts in the EU's development have generally improved the perception of the EU. This is particularly true of enlargements and elections to the European Parliament. This analysis shows the overriding influence of the economic and social context on public opinion. This is very well illustrated by the financial and economic crisis which began in 2008, prompting a sharp decline in indicators of support for the EU. However, even in this context of crisis, results show that Europeans remain committed to Europe when it comes to basic EU values.

First published in May 2008, this latest Review of European and National Election Results, produced by the Public Opinion Monitoring Unit of DG Communications, contains detailed information about the May 2014 European elections, and looks back on 35 years of direct elections to the European Parliament since 1979. The opening chapters are dedicated to historic trends defining changes in the composition of the EP, political groups and gender balance among MEPs since 1979. They chart the Parliament’s progress, following the adoption of Treaties and the accession of new Member States, with the number of MEPs having increased from 410 in 1979 to 751 today. An important section of this Review looks closely at the turnout figures. Although overall turnout in 2014 remained stable, at 42.61% (compared with 42.97% in 2009), individual trends since 2009 vary widely from one country to another - from 26.37 points up in Lithuania to 23.46 points down in Latvia. In the last chapter, the reader will find several tables, for each Member State, detailing the results of the 2014 European elections (national parties represented, MEPs elected, national lists, etc.), as well as the results of the two last national parliamentary elections, and of presidential ones, where direct election applies.

A few months after the 2014 European elections, the time has come to examine in depth the reasons for participation and abstention in the contest. The Directorate-General for Communication in the European Parliament has commissioned desk research to analyse the electoral behaviour of voters and non-voters, in order to better understand the reasons underlying their decision either to vote or abstain, and to analyse their attitudes and opinions regarding the EU. This document is based on a post-election survey of more than 27,000 Europeans over the age of 18 (16 in Austria), carried out by TNS Opinion a few days after the vote, between 30 May and 27 June 2014.  It is divided in three parts: the desk research on voters and non-voters, and two series of factsheets per EU Member State, one dedicated to voters and another to non-voters. For Belgium, Luxembourg (compulsory vote for both countries) and Malta (high level of turnout), a factsheet on non-voters is not provided, given the low number of non-voters. ***This document is available in all EU official languages in the Eurobarometer page of Europarl.
