Mariya Gabriel has been designated Commissioner for the Digital Economy and Society. The Committees on Industry, Research and Energy and on Culture and Education jointly held a hearing with her on 20 June 2017. Parliament is due to vote on her appointment on 4 July.

Hearing of Commissioner-designate Sir Julian King

On 12 September, Parliament's Civil Liberties Committee will hold a hearing of Commissioner-designate Sir Julian King (Security Union). He has been nominated as a result of the resignation of Lord Hill following the outcome of the UK referendum on withdrawal from the Union. Under the EU Treaties, a new Member of the Commission is appointed by the Council by common accord with the Commission President, after consulting Parliament.

The European Commission is the executive body of the European Union. Under the Treaties, its tasks are to ‘promote the general interest of the Union’, without prejudice to individual Member States, ‘ensure the application of the Treaties’ and adopted measures, and ‘execute the budget’. It further holds a virtual monopoly on legislative initiative, as it proposes nearly all EU legislation to the European Parliament and the Council of the European Union. The European Commission is the executive body of the European Union. Under the Treaties, its tasks are to ‘promote the general interest of the Union’, without prejudice to individual Member States, ‘ensure the application of the Treaties’ and adopted measures, and ‘execute the budget’. It further holds a virtual monopoly on legislative initiative, as it proposes nearly all EU legislation to the European Parliament and the Council of the European Union. The College of Commissioners is composed of 28 individuals. The college which came into office in November 2014 has an explicit hierarchy created through the designation by the President of seven Vice-Presidents, heading ‘project teams’ of the other 20 Commissioners. The briefing sets out the responsibilities, composition and work of the Commission and its leadership, both in the current Commission and in the past. It also sheds light on the staff of the Commission’s departments, their main places of employment, gender distribution and national background. The United States has a long-standing tradition of presidential State of the Union addresses, in which the President speaks in the Capitol to a joint session of Congress, thus fulfilling his constitutional obligation. In contrast to the US Constitution, the EU Treaties do not prescribe the EU State of the Union address given by the President of the European Commission. Rather, that was instigated with the 2010 Framework agreement between the European Parliament and the European Commission as part of the annual political and legislative programming of the Union. Four State of the Union speeches were delivered by President José Manuel Barroso between 2010 and 2013 during his second term as Commission President, marked mainly by the economic and financial crisis in the EU. The State of the Union speech by the President of the European Commission constitutes an important instrument for ex-ante accountability vis-à-vis Parliament but it is also aimed at rendering the definition of priorities at EU level more transparent and at communicating those priorities to citizens. The 2015 State of the Union speech by President Jean-Claude Juncker takes place in a decisive year for the European Union, marked by the Greek debt crisis, the asylum and immigration crisis as well as international geopolitical challenges. But the State of the Union debate is, for the first time, also set in the broader process of political agenda-setting that started with the 2014 elections to the European Parliament and the nomination of the 'lead candidates' for the Presidency of the Commission. The ensuing election of the President of the Commission by Parliament and the parliamentary hearings of the Commissioners-designate, as well as the adoption of the 2015 Commission Work Programme, led to a politically intense year, changing the context in which Juncker's first State of the Union address has now to be delivered.

ACP-EU Relations after 2020: State of Play

The question of the form of post-2020 relations between the EU and ACP countries will soon acquire political visibility. The ACP group of states has established an Eminent Persons Group (EPG) to examine the options for the future of the ACP group and the post-Cotonou situation. The forthcoming EPG report aims to advance realistic, doable and reachable recommendations that will require political support from the highest level. The EU development Commissioner has noted the possibility of agreeing overarching principles with ACP countries, coupled with specific regional programmes. A public consultation will take place in 2015. A potential division exists between EU Member States favouring the status quo and those seeking to establish a new framework. The JPA should ensure that a strong parliamentary branch is part of the new framework – whatever form the framework takes. An ambitious JPA position could play a role in shaping future ACP-EU relations.

Commissioner Pierre Moscovici has been invited to an Economic Dialogue (ED) on the European Commission opinions on the 2015 Draft Budgetary Plans of the Euro Area Member States based on Articles 7 and 15 of EU Regulation 473/2013. A separate Economic Dialogue on the 2015 AGS and AMR will take place the same day in a joint ECON and EMPL Committee meeting.

The European Commission has also published its draft opinions on Euro area Member States’ draft budgetary plans. This Economic Dialogue takes place on the basis of the economic governance framework, notably Article 2-ab of Regulation 1466/97 as amended in 2011.
