Active inclusion is a comprehensive policy strategy recognising equal importance to each of the three strands: adequate income support, inclusive labour markets and access to quality services. It also promotes integrated policies to modernising social protection systems. It finds that many policy initiatives have been enacted in the last seven years. Nevertheless, the overall picture remains mixed.
