The unprecedented arrival of refugees and irregular migrants in the EU, which peaked in 2015, exposed a series of deficiencies and gaps in EU policies on external borders. It affected the functioning of the Schengen rules, leading to the re-introduction of border checks by several Member States. In response to these challenges, as well as the surge in terrorist and serious cross-border crime activities, the EU has embarked on a broader process of reform aimed at strengthening its external borders by reinforcing the links between border controls and security. On the one hand, measures for protecting the EU's external borders have focused on reinforcing EU border management rules, such as the Schengen Borders Code, and strengthening and upgrading the mandates of relevant EU agencies, such as Frontex, eu-LISA, Europol and EASO. On the other hand, in connection with a number of key shortcomings in the EU's information systems, efforts were made to improve use of the opportunities offered by information systems and technologies for security, criminal records, and border and migration management. This included strengthening existing IT systems (SIS II, VIS, Eurodac, ECRIS-TCN), establishing new ones (ETIAS, Entry/Exit System) and improving their interoperability. The broader mandate and the increase of activities in the area of EU border management is also reflected in the growing amounts, flexibility, and diversity of EU funds, inside and outside the current and future EU budget. This is an update of an earlier briefing issued in advance of the 2019 European elections.

A global compact on migration: Placing human rights at the heart of migration management

The global flow of refugees and migrants poses challenges, opportunities and obligations for countries around the world. At the very heart of the debate on migration management is how to ensure that the different interests and needs are addressed within a strong human rights framework. The United Nations (UN) is investigating the issue in great depth, and one of the main outcomes of the UN General Assembly in 2016 was a declaration demanding greater international cooperation on managing migration. This declaration was widely endorsed, including by the European Union (EU). As a result, two global compacts have been adopted in 2018, for refugees and for other migrants; this briefing will focus on the latter. According to the International Organization for Migration (IOM), the UN migration agency in charge of the global compact for safe, orderly and regular migration, these compacts 'provide the opportunity to move ahead in strengthening the norms, principles, rules and decision-making processes that will allow for more effective international cooperation in responding to what is a defining issue'. Providing continued institutional support to address these issues and implement the outcomes of the global compacts will be a challenge. Recent large-scale flows of refugees and migrants have brought to the world's attention more forcefully than ever the plight of persons who are forced to flee their homes because of war, insecurity or persecution. They have also exposed how ill-prepared the international community has been to deal with this challenge and how uneven the distribution of the burden of caring for such people has been among countries. In 2016, to enhance preparedness for refugee crises, improve the situation of refugees and relieve the burden on host societies, the United Nations (UN) member states convened in New York and adopted a declaration paving the way for a non-binding international compact on refugees. They annexed to this declaration a comprehensive refugee response framework that spelled out a series of short- and longer-term measures to address refugee crises. The framework has been applied in several pilot countries and the lessons learnt fed into a global compact on refugees. The compact was drafted by the UN Refugee Agency (UNHCR) following broad consultations with various stakeholders, and its definitive version was adopted by the UN General Assembly with a large majority on 17 December 2018. The global compact focuses on international-, regional- and national-level mechanisms for achieving a fairer distribution of the responsibilities related to refugees, and on areas where action can be improved. It has been criticised, among other things, for its non-binding character and for excluding victims of natural disasters from its scope. At the European Council meeting on 18 October, European Union Heads of State or Government vowed to step up the fight against illegal migration, by intensifying efforts to crack down on smuggling networks, protect external borders and cooperate with countries of origin and transit. At the European Council meeting on 18 October, European Union Heads of State or Government vowed to step up the fight against illegal migration, by intensifying efforts to crack down on smuggling networks, protect external borders and cooperate with countries of origin and transit. The EU's southern borders remain under pressure from irregular migrants escaping poverty and conflicts in the Middle East and Africa, although the leaders noted that illegal border crossings into the EU have declined by 95 % from their peak in October 2015. The leaders also said in their conclusions that a joint task force should be established at Europol's European Migrant Smuggling Centre. The European Commission is to propose a comprehensive set of implementation measures by December, and the leaders urged the European Parliament and Council to examine promptly the recent proposals on the Return Directive, the Asylum Agency and the European Border and Coast Guard. Next week, European Union Heads of State or Government will discuss the politically charged issue of reforming the EU’s migration and asylum policies. Divisions among EU members over how to handle migrants were exposed again earlier this month when Italy’s new government tightened its migration policy, while the German ruling coalition faced a potentially destabilising rift over the issue. The EU's southern borders remain under pressure from irregular migrants escaping poverty and war in the Middle East and Africa. Although the 2016 agreement between the EU and Turkey significantly slowed the influx of migrants into Europe, the problem continues to be used for political gain by nationalist, anti-immigrant and populist movements across the EU. This note offers links to commentaries and studies on migration by major international think tanks. Oversight and Management of the EU Trust Funds - Democratic Accountability Challenges and Promising Practices

This study provides a comparative assessment of the governance and oversight frameworks of selected EU trust funds (EUTFs) and the Facility for Refugees in Turkey (FRT). It explores how these EUTFs and the FRT add to and ‘mix’ the instruments set up under the EU Multiannual Financial Framework. It addresses the issue of their added value in light of the EU Better Regulation guidelines, their impact on the role of the European Parliament as a budgetary authority and the right to good administration ...

This study provides a comparative assessment of the governance and oversight frameworks of selected EU trust funds (EUTFs) and the Facility for Refugees in Turkey (FRT). It explores how these EUTFs and the FRT add to and ‘mix’ the instruments set up under the EU Multiannual Financial Framework. It addresses the issue of their added value in light of the EU Better Regulation guidelines, their impact on the role of the European Parliament as a budgetary authority and the right to good administration. The study recommends reducing the complexity of the EUTF and FRT governance frameworks, and strengthening their consistency with the EU’s cooperation efforts in third countries and EU Treaty values. Finally, it recommends reinforcing the venues for democratic accountability, fundamental rights and rule-of-law impact assessments, which are trust-enhancing.

This infographic aims to present the latest available data on migrant flows to the EU in the years 2016 and 2017. It covers the detection of illegal crossings on the EU's external borders, numbers of deaths of migrants on those crossings, the number of asylum applications in EU Member States and their decisions on those applications. Previous editions of this Infographic were issued in September 2015 (PE 565.905), April 2016 (PE 580.893) and February 2017 (PE 595.918).

Members adopted, inter alia, their positions ahead of the 11th WTO Ministerial Conference and the Eastern Partnership Summit. They also adopted resolutions on the new EU-Africa strategy and on the Ombudsman's activities in 2016. Parliament heard a formal address from Andrej Kiska, President of Slovakia, and finally, the 2017 LUX Prize was awarded ...
