Con il progredire dell'integrazione europea il ruolo dei Parlamenti nazionali è cambiato. Sono stati creati diversi strumenti di cooperazione tra il Parlamento europeo e le assemblee nazionali, al fine di istituire un autentico controllo democratico della legislazione europea a tutti i livelli. Questa tendenza è stata rafforzata dalle disposizioni introdotte dal trattato di Lisbona.

Nel quadro delle competenze non esclusive dell'Unione, il principio di sussidiarietà, sancito dal trattato sull'Unione europea, definisce le condizioni in cui l'Unione ha una priorità di azione rispetto agli Stati membri.

In response to the migration challenge, on 13 May 2015 the European Commission presented the European Agenda on Migration, with the aim of setting out a comprehensive approach for improving the management of migration in all its aspects. Several implementation packages under the Agenda have already been adopted and the measures therein are starting to be deployed; legislative proposals have also been made and are currently being discussed in Parliament and Council.

This briefing presents a short summary of the positions taken by the European Parliament on issues related to migration and asylum in its most recent relevant Resolutions. It has been prepared for the high-level conference on migration management which takes place on 21st June 2017.

La presente nota sintetica illustra il contesto e le disposizioni essenziali del trattato di Lisbona. Il suo scopo è fornire il contesto storico nel quale ha avuto origine l'ultimo testo fondamentale dell'UE sulla scorta di quelli che lo hanno preceduto. La cooperazione giudiziaria in materia penale si basa sul principio del riconoscimento reciproco delle sentenze e delle decisioni giudiziarie e include misure per il ravvicinamento delle legislazioni degli Stati membri in vari ambiti. Il trattato di Lisbona offre una base più solida per lo sviluppo di uno spazio di giustizia penale, prevedendo nel contempo nuovi poteri per il Parlamento europeo.
